Position Purpose

• The Transnet National Ports Authority’s (TNPA) main function is to own, manage, control and administer South Africa’s ports to ensure their efficient and economic functioning. At the core of the mandate is to plan, provide, maintain, develop, regulate, control, and improve port infrastructure for the benefit of the economy, maintaining the sustainability of the ports through robust business plans and as directed by the National Ports Act of 2005. TNPA must regulate efficient services across client segments (containers, dry bulk, liquid bulk, break-bulk, automotives, gas, cruise liners), act as landlord for the ports system, champion operational excellence, pioneer digital innovation, and mitigate climate risks. • The Chief Executive (CE) of TNPA is a visionary team leader steering South Africa’s national ports system—comprising eight commercial ports—through a transformative era. In alignment with the National Ports Act, the CE leads ethical and innovative management to mitigate risks and reclaim global competitiveness, driving TNPA’s corporatisation from being a Transnet division to becoming an autonomous SOC Ltd company, fostering private sector participation. Reporting to the Board and Group COO, the CE will deliver world-class efficiency, sustainability, and stakeholder value. 

• The TNPA is made up of a portfolio of 8 ports located along the coastline, the incumbent will have to maintain adequate presence across operational areas of TNPA.

Qualifications and Experience

• Relevant Degree in Business/ Economics/ Maritime/ Engineering/ Finance/ Logistics or equivalent is required (NQF7).
OR
• Postgraduate Diploma in Business/ Economics/ Maritime/ Engineering/ Finance/ Logistics or equivalent is required (NQF8).
Added advantage
• Postgraduate qualification in Executive/ Management/ Leadership development qualification (NQF8).
WITH
• with 15+ years operations experience (10 years leadership + 5 years executive) in a large and diverse enterprise with a national/international footprint/client-base, and a complex operations environment. Experience in managing large capital investments, public private partnerships, and/or corporate restructuring would be an added advantage.

Position Purpose

To manage and implement Transnet’s supplier development strategy within the Division, which encompasses localisation, transformation and growth to meet the objectives of the New Growth Path.  Supplier Development provides particular emphasis on Competitive Supplier Development Programme (CSDP), Broad-based Black Economic Empowerment (BBBEE), Enterprise Development, Preferential Procurement and Focused Supplier Development (FSD). To manage transaction-specific supplier development events within the Division in conjunction with the Supplier Development team at Group. To drive the Division’s compliance to Transnet’s Supplier Development policies and procedures when procuring goods and services.  Manage the tracking and reporting on the Division’s Supplier Development transactions and initiatives relating to Opex and Capex for local and imported spend. Plays an active role in effective execution of the integrated Supply Chain Management strategy (iSCM), specifically through participation in the Supplier Development Centre of Excellence (SD COE).

Position Outputs

1. Supplier development strategy implementation:  Manage and drive implementation of Transnet’s supplier development processes, policies and procedures within the Division;  Ensure that all SD and enterprise development opportunities are identified and supported to maximise benefits to the supplier base and the Division – both for internal businesses and external suppliers (identifying opportunities for Enterprise Development with strategic suppliers, Preferential Procurement spend with strategic suppliers with good BEE contribution levels for strategic commodities and SD opportunities);  Develop and manage the Division’s supplier development targets for delivery on Transnet-wide strategy;  Set appropriate Preferential Procurement targets and ensure set targets are met for the Division;  Co-ordinating supplier development strategies across Supply Chain in the Division; and  Provide input into Transnet-wide supplier development strategies and targets.
2. Manage Supplier Development:  Support cross-functional sourcing teams and supplier groups to ensure that ‘Supplier Development becomes entrenched in the Division;  Support sourcing teams with drawing up of evaluation criteria, RFQ documents and support documents for the high value tender gateway review process;  Support contract negotiations at the Division to drive supplier development targets;  Devise commodity-specific initiatives / targets for supplier development;  Internal reporting of contract data / KPIs;  Manage the Division’s relationship with one or more national and multinational suppliers;  Co-ordinate incubation & supplier development opportunities;  Manage the Division’s relationship with multiple fledgling suppliers related to the core business;
 Provide advice to the commodity teams on possible joint ventures between traditional suppliers and SMME and/or suppliers with good BEE contribution levels;  Provide inputs on BBBEE matters;  Proactively expedite certification requirements;  Implement and monitor supplier performance measures;  Initiate and conclude investigations into potential serious cases of non-adherence to prescribed BBBEE procedures;  Provide ongoing training and support to procurement personnel on BEE legislation and regulations; and  Ensure that all suppliers are registered.
3. Supplier Development monitoring and reporting:  Adhere to reporting templates and timelines for supplier development data and ensure that all reporting requirements are met;  Manage the collation and consolidation of regular reports on BBBEE spend for the Division in line with specified reporting templates;  Manage the analysis and reporting on supplier development performance within the Division structures;  Highlight achievement of SD targets on a monthly, quarterly and annual basis on divisional and group levels;  Internal reporting of contract data / KPIs;  Facilitate auditing of SD reports; and  Collect and share supplier development successes.
4. Manage key stakeholder relationships  Active participation and the Division’s representative on the Supplier Development COE.  Support Employment Equity, Skills Development and Social Development aspects of the Division’s BBBEE strategy in so far as co-ordination of accurate information gathering and reporting;  Continuous stakeholder management to share the Division’s supplier development plans and strategies, achievement against plans and strategies for progressive economic development (new enterprise development, job creation, etc.).  Establish relevant industry networks with established industry bodies, such as Railways and Harbours Association to engage on how the Division will work with them to drive achievement of agreed upon supplier development targets and facilitate conclusion of formal agreements and industry targets;
 Participate in relevant government forums to keep abreast of subject matter trends and contribute thought leadership to current debates;  Participate in forums such as State Owned Enterprise Procurement Forum (SOEPF);  Network with supplier forums, Preferential Procurement practitioners within Transnet, Government Departments, Parastatals and other organisations;  Facilitate business relationships with emerging companies, including SMME’s; and  Provide guidance to emerging entrepreneurs.
5. Management of the Supplier Development function:  Contribute to management team activities within the context of the new iSCM Strategy and business objectives;  Implement training and create awareness on supplier development related issues including Preferential Procurement and Enterprise Development;  Lobby executive support and line management buy-in for relevant SD initiatives;  Deploy skills development initiatives within immediate team for delivery of capacity development initiatives, in line with Human Capital COE strategies; and  Implement and manage succession planning within the immediate team.

Qualifications and Experience

 A relevant Bachelor’s degree in commercial and Supply Chain Management is required, preferably with a post-graduate business degree.  At least 8 years’ relevant experience in management in the supply chain management function

Position Purpose

To provide support and assistance to the General Manager: Regulation and Compliance to:

Position Outputs

4. 5. Develop Compliance Control Management Plans in accordance with the GACP guidelines and periodically review and update same in accordance with regulatory- and business process changes.
6. Develop training material and provide quality assurance on all training material as developed for compliance roll-out to ensure that the training addresses specific regulatory compliance requirements/issues.
7. Develop and maintain relationships with key regulators and maintain an up to date register of all Regulators.
8. Provide guidance, advice and support on the development of regulatory methodologies, i.e. tariff, permit fee and asset valuation methodologies and monitor compliance with the applicable methodologies.
9. Review new business and company strategies and plans for compliance with regulatory requirements.
10. Develop and implement the Compliance Monitoring Plan to proactively provide assurance that the organization’s compliance control frameworks are adequate and effective; and also implemented in an effective manner to ensure compliance with legislative and regulatory requirements and internal process obligations.
11. Regularly track and monitor adherence to regulatory requirements, identify non-compliance matters and the possible consequences, including findings and penalties by Regulators, provide recommendations and track implementation of findings and recommendations emanating from internal monitoring and regulator inspections.
12. Develop, maintain and monitor the Company Policy Framework to ensure that the organization’s internal policies are developed in line with the set guidelines and standards; and monitor that the policies are valid at all times and accessible to all employees.
13. Conduct research and track international / best practice trends in the regulatory and compliance environment
14. Provide input into the development of the Regulation and Compliance strategy, policies, standards and operational plans.

Position Purpose

Position Outputs

Position Purpose

Strategy  Leads the design, development and implementation of Information and cyber Security Strategy for TFR Operations Technology and Business Systems, Platforms and Infrastructure environment in line with Group ICT Information and Cyber Security Strategy  Lead the design, establishment and implementation of Cyber Security Operations Centre Capabilities designed to ensure monitoring of TFR environment and responsiveness to threats and vulnerabilities identified before an incident occurs.  Align and oversee that all security requirements are met during the IT Strategic Roadmap implementation.  Ensure IT strategies and roadmap initiatives support and are aligned to the security frameworks and policies in place.  Ensure enterprise Information Security Architecture is aligned with IT Strategic Roadmap.  Develop and communicate security strategies and plans to executive team, staff, partners, customers, and stakeholders
Information and Cyber Security Management  Design, Develop and implement information and cyber security framework that adequately addresses the key cyber pillars of Identify, Protect, Detect, Respond and Recover in line with best practice frameworks such as COBIT, NIST, ISO and SABSA / TOGAF.  Oversee and direct information and cyber security activities to execute the information security programme.  Lead the TFR IT security team: plan, organize, assign, supervise and monitor the work of team members  Ensure that the rules of use for information systems and the administrative procedures for information systems comply with the TFR’s information security policies.  Ensure that services provided by other enterprises, including outsourced providers are consistent with established information security policies.
 Define and maintain the security frameworks for Information Security Architecture, Information Security Management and Information Security Technical Operations.  Establish constant vigilance over critical information assets.  Manage the administration of all computer security systems and their corresponding or associated software, including firewalls, intrusion detection systems, cryptography systems, and anti-virus software.  Manage the administration of the facility’s security systems and their corresponding equipment or software, including fire alarms, locks, intruder detection systems, sprinkler systems, and anti-theft measures.  Support CIO by managing the IT security architecture through effective information security management and technical security operations functions.
 Establish, control and manage effective mechanisms for resolving all Information security breaches and challenges for TFR.  Ensure effective management of access to information.  Ensure effective information security architectures supported by management and technical operations functions.  Ensure a formal set of processes are in place by which TFR can identify various IT security concerns, gaps and remedial actions to ensure the security of IT operations.  Define and communicate corporate plans, procedures, policies, and standards for the organization for acquiring, implementing, and operating new security systems, equipment, software, and other technologies
Policies and Procedures  Ensure effective IT security frameworks, policies and procedures are in place and updated when necessary.  Ensure security policies/procedures are defined and implemented across business units and processes.  Provide Management Information/Reports to the CIO and Business, where necessary, on the status of Information Security and relevant information.
Reporting  Management and Reporting on information security, cyber breaches and risk mitigation.  Create a culture of high performance, value-for-money, optimisation and innovation in Information and Cyber Security function and manage performance of the team effectively.
People Management  Plan, organise, lead and control subordinate’s activities to ensure sub-functional objectives are met or exceeded.  Manage people development initiatives, succession planning, talent management and performance management to meet functional performance standards.  Coach team and create a pro-learning environment. Assess team development needs and close gaps.  Provide technical / professional support to internal and external stakeholders to ensure achievement of functional and organisational objectives.
Stakeholder Management  Build, support and maintain healthy, diverse internal and external relationships (government, authorities and agencies) to ensure achievement of organisational goals. Implement remedial actions where required.
Governance /Compliance/Risk  Monitor and ensure adherence to statutory regulations, organisational standards, policies and procedures.  Ensure remedial actions are implemented timeously to address non-conformances.  Establish and maintain a framework to provided assurance that information security strategies are aligned with business objectives and consistent with applicable laws and regulations.  Identity current and potential legal and regulatory issues affecting information and cyber security and assess their impact on the TFR business and operations.  Establish and maintain information security policies that support business goals and objectives.  Identify and manage information security risks to achieve business objectives:  Develop systematic, analytical and continuous risk management process.  Ensure that risk identification, analysis and mitigation activities are integrated in projects and processes life cycle.
Identify and analyze risks through suitable and recommended methods  Ensure effective and regular communication of new statutory regulations, organisational standards, policies and procedures to ensure full awareness amongst stakeholders. Financial Management  Develop and manage OPEX budget.  Track and monitor expenditure.  Provide input into ICT overall budget including CAPEX
Information and Cyber Security Programme Management  Design, develop and implement execution of the information and cyber security programme in line with the ICS Strategy and Roadmap  Establish and maintain plans to implement the information and cyber security governance framework.  Design, develop and implement information and cyber security awareness mindset and culture to ensure that business users are vigilant and cyber threat aware.  Define annual information security budget and obtain Information Security Steering Committee approval.  Establish and manage capability to response to and recover from disruptive and destructive information systems events:  Design, elaborate and implement processes for detecting, identifying and analyzing security related events.
 Develop response and recovery plans including organizing, training, and equipping teams.  Ensure periodic testing of the response and recovery plans where appropriate.  Remain informed on trends and issues in the security industry, including current and emerging technologies and prices. Advise, counsel, and educate executive and management teams on their relative importance and financial impact.

Qualifications and Experience

Qualifications & Experience: • Bachelor’s Degree or Equivalent qualification in Information Technology and/or Computer Science • Post-Graduate qualification an added advantage Certifications (at least one of the certificates issued by a recognized professional organization) • A Certified Information System Security Professional (CISSP) and/or • Certified Information Security Manager (CISM) and /or equivalent certification from a recognised professional organisation is required. Minimum 8 – 10 years experience in Information and Cyber Security Discipline within IT and business/industry work experience including design and deployment of Information and Cyber security programmes, Cyber Tools lifecycle management in line with Information and Cyber Security Architecture Strategy and Roadmap. Position Purpose

To ensure that there is a consistent ICT governance approach (Governance, Risk, Audit and Compliance) integrated and aligned with the enterprise governance frameworks and methodologies by implementing and maintaining effective enabling structures, principles, processes and practices in order to achieve the enterprise’s strategies, mission, goals and objectives. 

Position Outputs

1. Direct and control all activities related to Governance, Risk, Audit and Compliance to ensure resilience of the TRIM business and operations environment to support business outcomes and strategies. Direct and control activities to steer ICT with regards to information and technology risk in line with the Group ICT and Enterprise Risk Management Framework. 2. Ensure that the appropriate best practices governance frameworks are implemented, monitored, measured and reported on. (e.g. COBIT, ITIL, IS 20000, TRIM ICT Operational Model, ICT Lifestyle, Project and Portfolio Management (Agile, DevOps, Scrum). Ensure provision of assurance services to all ICT Functional areas in line with King IV and COBIT framework.
3. Review ICT process controls effectiveness. Review the operation of controls, including a review of monitoring and test evidence, to ensure that controls within ICT processes operate effectively. Ensure that the control effectiveness meets the requirements related to business, regulatory and social responsibilities. Monitor internal controls. Continuously monitor, benchmark and improve the IT control environment and control framework to meet organisational objectives. 4. Encourage management and process owners to take positive ownership of control improvement through a continuing programme of self-assessment to evaluate the completeness and effectiveness of management’s control over processes, policies and contracts.
5. Identify and report control deficiencies. Identify control deficiencies and analyse and identify their underlying root causes. Escalate control deficiencies and report to stakeholders. 6. Ensure that the entities performing assurance are independent from the function, groups or organisations in scope. The entities performing assurance should demonstrate an appropriate attitude and appearance, competence in the skills and knowledge necessary to perform assurance, and adherence to codes of ethics and professional.
7. Plan, Scope and Execute assurance initiatives. Report on identified findings. Provide positive assurance opinions, where appropriate, and recommendations for improvement relating to identified operational performance, external compliance and internal control system residual risk. 8. Identify external compliance requirements. On a continuous basis, identify and monitor for changes in local and international laws, regulations and other external requirements that must be complied with from an IT perspective. Optimise response to external requirements. Review and adjust policies, principles, standards, procedures and methodologies to ensure that legal, regulatory and contractual requirements are addressed and communicated. Consider industry standards, codes of good practice, and best practice guidance for adoption and adaptation.
9. Confirm external compliance. Confirm compliance of policies, principles, standards, procedures and methodologies with legal, regulatory and contractual requirements. Obtain assurance of external compliance. Obtain and report assurance of compliance and adherence with policies, principles, standards, procedures and methodologies. Confirm that corrective actions to address compliance gaps are closed in a timely manner. 10. Evaluate, Direct and Monitor risk management. Continually examine and ensure that the Risk Register is up to date with mitigating actions by continually identify, assess and reduce IT-related risk within levels of tolerance set by enterprise executive management.
11. Integrate the management of IT-related enterprise risk with overall ERM, and balance the costs and benefits of managing IT-related enterprise risk. Provide tactical governance, risk, audit and compliance guidance for all IT projects, including the evaluation and recommendation of technical controls according to the TRIM ICT Operational Model and the TRIM ICT Lifecycle. 12. Provide monthly Management Reports to the Senior Specialist GRC and Head GRC on the implementation of the Governance, Risk, Compliance, Audits and Change and Quality management in TRIM ICT.
13. Manage Performance, Training and coaching needs to empower GRC team with appropriate skills and attitudes and ensure a high-performance culture of continuous learning. Ensure alignment with HR processes and measurements systems (e.g. performance evaluation, succession planning, talent management, compensation decisions, promoting decisions, recruiting).

Qualifications and Experience

• Relevant Bachelor’s Degree in Information Systems and/or Computer Science or related. • A post graduate qualification is advantageous. • 5 – 8 years’ related experience in the ICT environment, with at least 3 years in ICT Governance, Risk and Compliance. Following Certifications Required: • COBIT and/or ITIL Foundation required. • ISO27000, and TOGAF Certification preferred. • Certifications in CRISC, CISA and CGEIT would be advantageous. • Quality management – ISO 20 000 and Lean Six Sigma advantageous.
