Job Purpose:
To provide strategic leadership and direction for the Department in the following respective functional areas; Internal Control, Budgeting & Treasury, Revenue Management, Municipal Accounting, Asset Management & Reporting, Property Valuations & Management, Expenditure Management, Procurement & Supply Chain Management.
Key Responsibility Areas:
•Providing strategic leadership in the development and implementation of financial strategies aligned with organizational objectives. •Preparing annual and adjustment budgets and ensuring accurate reporting to the council and National Treasury. •Enhance revenue through data-driven forecasting, identifying market expansion opportunities and advise the Accounting Officer, management team and council on the fiscal position of the municipality. •Ensuring the implementation of financial systems, including MSCOA (Municipal Standard Chart of Accounts). •Provides strategic direction and contributes to the development and review of comprehensive plans including the IDP & SDBIP. •Understands risk and guides the long-term financial planning and capital allocation decisions of the city. •Ensure that relevant policies are formulated and reviewed in compliance with the Municipal Finance Management Act and other related financial regulations. •Implements, manages and oversees the implementation of service delivery and utility related legislation. •Supports the audit process within the area of responsibility in order to obtain the annual and optimum level of assurance from the Auditor-General.
