Position: Chief Financial Officer (CFO)
Contract Type: Fixed-term contract: Five (5) years
Location SALB Head Office: Makhanda, Eastern Cape 
Remuneration: All-inclusive remuneration package of R1 196 732.45 per annum 

The South African Library for the Blind is a Schedule 3A public entity and an agency of the National Department of Sport, Arts and Culture, governed by the South African Library for the Blind Act, 91 of 1998. Located in Makhanda (Grahamstown) in the Eastern Cape, SALB provides a national library and information service to blind and print-disabled readers in South Africa and is recognised as a national institution with an international reputation.

SALB invites applications from suitably qualified South African citizens for the following position:

PURPOSE OF THE POSITION
The CFO supports the CEO, as Accounting Officer, by ensuring effective financial management, sound budgeting, strong internal controls, timely financial reporting, and compliance with PFMA, fiscal and governance requirements. The role also works with Senior Management to promote SALB’s sustainability, accountability and transparency.

MINIMUM REQUIREMENTS
 A relevant NQF Level 8 qualification in Accounting, Auditing, Finance and/or Business Management.
 A minimum of ten (10) years’ relevant experience, of which at least five (5) years must be at middle or senior management level in a similar environment.
 Sound knowledge of the PFMA, Treasury Regulations, GRAP, IFRS, SCM and related legislation.
 Extensive auditing experience within the public sector.
 Strong strategic leadership and management capabilities.
 Advanced computer literacy; and a valid unendorsed Code B driver’s licence.
 The successful candidate must be willing to relocate to Makhanda, Eastern Cape.

KEY PERFORMANCE AREAS
 Provide strategic financial leadership and manage SALB’s overall financial administration.
 Compile and manage the annual budget and monitor cash flow and expenditure.
 Prepare financial inputs for the Strategic Plan, APP and Annual Report.
 Submit quarterly and annual financial reports to DSAC and National Treasury.
 Prepare Annual Financial Statements and ensure compliance with statutory deadlines.
 Advise the CEO, Board and Board Committees on financial matters.
 Oversee risk management and chair the Risk Committee.
 Liaise with the Audit and Risk Committee, Internal and External Auditors, DSAC and National Treasury.
 Support revenue generation and institutional sustainability.
 Manage employees reporting to the CFO.
 Approve financial transactions and creditor payments in line with delegated authority.

Programme: Community Libraries Conditional Grant
Contract Type: Fixed-term contract: Two (2) years
Location: National position based in South Africa, with extensive travel.
Remuneration: All-inclusive remuneration package of R770 687.31 per annum

PURPOSE OF THE POSITION
The National Coordinator: Monitoring and Evaluation will support the effective implementation, monitoring and evaluation of the Community Libraries Conditional Grant in line with the Division of Revenue Act (DORA), applicable grant frameworks and public-sector governance requirements. The role will ensure accurate data collection, financial monitoring, compliance and reporting across all provinces; while facilitating stakeholder coordination, capacity building and continuous improvement of grant-funded projects aimed at enhancing service delivery in public and community libraries across South Africa.

MINIMUM REQUIREMENTS
 Bachelor’s Degree (NQF Level 7) in Library and Information Science or a related field.
 Additional qualification in Project Management and/or Monitoring and Evaluation will be an added advantage.
 Valid Code B driver’s licence.
 Minimum of five (5) years’ relevant work experience at supervisory level.

REQUIRED EXPERIENCE, KNOWLEDGE AND COMPETENCIES
 Experience in monitoring and evaluation, preferably within conditional grant-funded programmes or similar public-sector projects.
 Experience working with National, Provincial and/or Local Government environments.
 Knowledge of applicable governance and financial legislation, including DORA, PFMA, Treasury Regulations, SCM prescripts, GRAP and IFRS.
 Strong written and verbal communication skills in English, with excellent report-writing, data analysis and presentation abilities.
 Ability to manage multiple projects, deadlines and stakeholders simultaneously.
 Strong interpersonal, coordination, planning and stakeholder engagement skills.
 Highly motivated, detail-oriented, ethical and deadline-driven.
 Willingness and ability to travel extensively across South Africa.

KEY PERFORMANCE AREAS
 Ensure effective monitoring and evaluation of conditional grant projects across all provinces.
 Monitor financial performance, compliance and utilisation of grant funding in line with applicable frameworks.
 Manage programme data, consolidate evidence and prepare accurate reports for internal and external reporting purposes.
 Coordinate HR-related requirements linked to the effective and efficient management of Digital Mini Libraries.
 Strengthen stakeholder relationships and coordination with relevant national, provincial and local stakeholders.
 Support programme implementation, communication and promotion of grant-related initiatives.
 Identify programme risks proactively and support mitigation measures.
 Provide administrative and operational support to ensure effective programme delivery.
 Support capacity building, coaching and mentoring initiatives linked to grant implementation.
