Supervisor: Human Resources
The National Credit Regulator (NCR) was established as the regulator under the National Credit Act 34 of 2005 (the Act) and is responsible for the regulation of the South African credit industry. It is tasked with carrying out education, research, policy development, registration of industry participants, i.e. credit providers, credit bureaux and debt counsellors, investigation of complaints, and enforcement of the Act. The Act requires the Regulator to promote the development of an accessible credit market, particularly to address the needs of historically disadvantaged persons, low income persons, and remote, isolated or low density communities. The NCR invites applications from suitable candidates for the following position:
Supervisor: Human Resources Paterson Grade: D- Lower
Salary ranges from R405 200 – R769 900
Requirements:
- The suitable candidate must have the following qualifications and experience: a relevant three-year degree, National Diploma, or equivalent qualification; eight (8) years’ experience within the Human Resources (HR) function; five (5) years’ experience in SAGE payroll processing (mandatory); and three (3) years’ experience at supervisory level.
Duties:
To Partner with the Human Resources Manager and EXCO in delivering the HR value proposition within NCR , which includes the following:
- Assist the HR Manager with the implementation of the HR business plan and policies.
- Oversee/take ownership of the operational activities of the HR department
- Ensure that payroll is administered/processed and managed effectively (full Payroll function)
- Assist the HR Manager with to implement strategic objectives through business planning
- Assist the HR Manager in running the “end to end” HR Processes within the Organisation (Employee Wellness.
- People Management, Change Management, Compensation and Benefits, Job Design and Job Evaluation Recruitment and Training and Development.)
- Coaching and mentoring of HR Staff members
- Support the HR Manager to detect, prevent, mitigate and manage HR risks
- Provide support for Business Continuity plan (BCP)
- Review and update the departmental risk register.
- Develop, review and monitor HR related policies, as and when required
- Implement of recommendations of internal audit and external audit.
- Submission of all legislative and other reports as per the HR business plan and requests from the Risk and Audit Unit (Drafting of departmental and compliance reports)
- Assist the HR Manager with managing the HR Budget
- Procurement of HR related services and contract management of appointed service suppliers
- Facilitate the internal and external HR Audits
- Support Senior Labour Relations Specialist at CCMA and Central Bargaining Forum if required
- Assist the HR Manager with HR related projects

Manager Compliance (Credit Bureau)

The NCR invites applications from suitable candidates for the following position:
Position: Manager Compliance (Credit Bureau)
Paterson Grade: D – Upper
Salary Ranges from: R646 500 – R1 228 400 maximum

Requirements:
The successful candidate must have a three-year commercial degree, together with relevant experience in a credit data reporting or analysis environment. A minimum of five years’ managerial experience is also required.
Duties:
Responsible for the strategic direction and performance of the department.

Managing of the departmental budget in alignment with departmental operational objectives.

Procurement Specialist

Requirements:
The purpose of this role is to provide support to the SCM Manager and contribute to the effective delivery
of supply chain management services within the NCR. The successful candidate must have at least a
three-year tertiary qualification in Supply Chain Management, Logistics or Finance, together with a
minimum of five years’ relevant procurement experience, three years must be within a public sector
environment. The position requires a high level of integrity, professionalism and ethical conduct.
Membership of CIPS would be an added advantage.
Duties:
- Ensure the implementation of the procurement policies and procedures within the NCR in
line with the relevant governance frameworks and legislations. - To provide supply chain management service and support to all departments within the
NCR. Reviews departmental requests and selects/advise on the appropriate procurement
method/strategies. - To facilitate the end-to-end bidding process (BSC, BEC, and presentation to Adjudication
committee). - To ensure and verify that all NCR procurement processes are compliant.
- To act as a backup of the Senior Procurement Officer when required.
- To respond to all Audit Related queries.
- To facilitate detailed training to coordinators and supervisors to increase ease of operation
and compliance. - Ensure the compliance review of all transactions from the Procurement Administrator,
Procurement officer and Office Coordinators in terms of accuracy and completeness as per
the NCR policies and procedures. - Facilitate and coordinate the BBBEE verification process in line with the Act and Legislation.
- Prepare monthly and quarterly reports and presentations as and when required for (ARMC,
National Treasury, Operational Risk reports and departmental presentations). - Identify and Update the Risk register on quarterly basis.
- Identify the new regulations and update the SCM policy amendment document as and when
required. - When required process requisitions and purchase Orders with accuracy and draft reports
based on the procurement spend on designated groups.

Duties:
