SALARY: R294 366 pa.

REQUIREMENTS
● Matric plus NQF Level 5 Qualification in Supply Chain Management (SCM) plus 10
years’ experience in Supply Chain Management.
Duties: Demand and Supplier Management
Engage departments to ascertain the organisations service and product demand
requirements. Draft a comprehensive record of the organisations current, short-term
and long-term demand/ sourcing requirements. Assess demand specifications and
requirements in the light of budgetary constraints and policy prescripts . Monitor that
procurement is done with legitimate and pre-approved suppliers and service
providers. Monitor that the supplier database is maintained. Select suppliers in line
with SMME development and partnership initiatives.
Tender Process Coordination
Facilitate the entire tender process, including the coordination of the Bid Specification
Committee, the Bid Evaluation Committee and the Bid Adjudication Committee.
Coordinate the evaluation of tenders and present their outcome to the departments.
Facilitate the drafting of SLAs. Maintain the efficient administration and governance of
the Tender process. Maintain effective and competitive Tender process as evidenced
by optimal cost, quality and delivery of goods and services procured. Facilitate the
achievement of BEE/ SMME sourcing objectives.
Acquisition
Review quotations from suppliers/ service providers (non-contract suppliers and
service providers). Negotiate discounts on behalf of NWHC. Manage the
administration of the payment process i.e. the recording of invoices and their
distribution to departments for authorization and certification,
Supplier Audits and Performance Evaluation
Recommend suppliers to supply various supplies to the organisation. Monitor,
evaluate and report on supplier performance. Receive proposals from vendors/
suppliers with regards to their products, and prices.
Competencies: Good report writing and analytical skills, innovative thinking and
planning skills, ability to engage with senior staff within the organisation, ability to
function independently, advanced computer literacy, good presentation skills and
networking abilities, ability to work under pressure and meet deadlines.

TYPE OF POSITION: Contract position in line with the CEO’s term of office
REQUIREMENTS
● Matric (Grade 12) plus a Bachelors’ degree (NQF 7). A postgraduate qualification
(NQF 8) will be an added advantage. A minimum of 15 years Office Management and
Planning experience plus three years management experience is essential.
KEY RESPONSIBILITIES:
● Office management in the Office of the CEO, responsible for the efficient functioning
of processes and systems in the Office of the CEO. Interface with other governance
structures on behalf of the CEO. Attend meetings with the CEO and note resolutions for
action. Manage and oversee budget and procurement functions in the Office of the
CEO. Compile and review Board submissions and reports by required due dates. Brief
the CEO and provide relevant background information relating to meetings and
engagements. Foster a relationship between NWHC and key stakeholders internal and
external audit. Assist CEO on media reports.
COMPETENCIES
● Understanding of human settlement management legislation. Organisational
Management and Principles. Knowledge of budgeting and financial control. Policy
matters related to housing in accordance with policies and legislation,

REQUIREMENTS
● An appropriate B. Eng/ BSc. Eng/ B-Tech degree in Civil Engineering. Must be
registered with ECSA as a Professional Engineer or be eligible to register with ECSA
within a period of 18 months. A minimum of seven (7) years post qualification as an
Engineer/Engineering Technologist in the development of sustainable human
development. A Project Management certificate is essential and a valid Code B drivers
License.
DUTIES
● To lead and direct the Property Development department at the NWHC. To oversee
and drive Construction and Project Management at the Corporation. Engineering
design and analysis effectiveness. Maintain engineering operational effectiveness.
Allocate, control, monitor and report on all resources. Plan and direct activities
concerned with the construction and maintenance of structures, facilities, and
systems. Oversee and direct construction projects from conception to completion.
Monitor the strict adherence to governance and setting high standards of
professionalism within the department. Determine human resource requirements
taking into consideration operational needs, skills scarcity and retention capability.
Allocate responsibility and accountability to staff of the department for achievement of
goals and targets.
COMPETENCIES
Knowledge of applicable policies, guidelines, design standards, best practices,
procedure and legislation. National and provincial Human Settlements strategic goals,
objectives, targets and activities. Engineering, legal and operational compliance.
National Housing Code. Construction Industries Development Board (CIDB)
guidelines. National Home Builders Registration Council (NHBRC) guidelines,
procurement and tendering processes. Knowledgeable on Public Financial
Management Act.
