Minimum Requirements:

  • Relevant accredited Business Degree
  • 3 – 5 years’ experience at management level in a similar environment within local government
  • Municipal Finance Management Programme NQF Level 5 would be an added advantage

Core Responsibilities:

  • Implement strategic capability and leadership to manage a functional unit within a division that is accountable for the delivery of set objectives within specified time frames and costs
  • Manage and implement operational processes to demonstrate and drive the application of policy, laws, regulations, initiatives and relevant industry practices to plan, make recommendations and apply changes appropriate to improving services delivery and monitor its effectiveness

Senior Political Advisor

Minimum Requirements:
• B Degree in Political Science or relevant NQF Level &
• Excellent office management, leadership and analytical skills
• Ability to demonstrate resilience and to function effectively under pressure
• Knowledge of and interpretation of legislative framework, service delivery, imperatives and implementation thereof
• Ability to understand and observe protocol
• 5 years’ experience in understanding political environment

Core Responsibilities:

• Provide consulting services and political advise to the Executive Mayor on associated CoE cluster, Department or group of Departments information
• Lead and facilitate key developments while providing specialist coaching to key stakeholders, leaders and executives
• Track and monitor political party developments, issues, points of public interest and advise on appropriate and sound action plans and responses
• Advise on press coverage, online and social media strategies that will contribute to positive media exposure and image building
• Develop the members public image by enhancing personal strengths and providing coaching in debate performances

Speechwriter &Council Liaison

• B A National Diploma in Journalism / Media Studies/Communications or equivalent NQF Level 7 qualification.

Core Responsibilities:

• Responsible for research, content, writing and editing of speeches, columns, publications and other material for the media for publication
• Conduct research on service delivery issues related to all spheres of government.
• Develop and maintain an effective electronic archiving system of research information, speeches and political reports.
• Provide the Executive and Council with support / information on issues of interest to the media
• Develop communication plans for various campaigns, both internally and externally
• Work with information specialists on the development of the City’s websites and social media content.
• Maintain press clippings and communicate news / issues to employees
• Monitor the industry publications, media and current affairs in relation to the performance of the Executive.

Snr Strategic Advisor: Service Delivery & Special Programmes

Key performance areas:
• Provide multi-disciplinary, functional focused advise to provide organisational advisory & evaluation services to the Office of the Executive Mayor, in service of organisational goals & objectives that guide sustainability & long term improvement
• Compare relationships between policy application and practice implementation with associated principles, theory, practice and report specialist area impact
• Influence the development of overall research agenda by highlighting areas of concern, potential opportunities and areas requiring further investigation
• Research, benchmark, analyse and make recommendations on legislative and international protocols focusing on potential advisory services
