Purpose of Job
To coordinate the MNJTF compliance team and provide appropriate guidance in the operationalization of an MNJTF specific compliance framework in line with AU Compliance Framework (AUCF).
Main Functions
Facilitate the development and establishment as well as enhancement of policies, processes, procedures and mechanisms towards ensuring compliance to International Humanitarian law, international human rights law and conduct and Discipline of MNJTF personnel and Operations. The duties of the Senior Compliance Officer will be guided by the African Union Compliance Framework. In this regard, the post holder will work with the Compliance Cell in the PSOD and with the Compliance Policy Officers in the MNJTF Sectors to monitor, report and advise on human rights issues and coordinate with relevant partners and stakeholders on these matters.
Specific Responsibilities
- Development and review of mission specific policies, guidelines, SOPs and mechanisms on compliance.
- Ensure implementation of existing mission policies, guidelines, SOPs, procedures and mechanisms on compliance, including on handling persons associated with Boko Haram;
- Development of relevant strategies for preventing misconduct and IHL-IHRL violations in consultation with the PSOD
- Integrate AU compliance policies and related processes into MNJTF mission management and implementation practice of mission mandates and tasks
- Coordinate with the Compliance Cell in the PSOD in ensuring effective training on compliance with IHRL, IHL and conduct and discipline are provided as part of Pre- Deployment and in-mission trainings;
- Support the design, development conduct and review of mission-specific compliance training courses, in coordination with the Compliance Cell in the PSOD, with regards to the needs of civilian and uniformed personnel;
- Conduct induction training for MNJTF Senior Mission Leadership (SMLs)
- Facilitate the development and operationalization of systems, procedures and mechanisms for monitoring, reporting on, investigating, and ensuring accountability for IHRL and IHL violations and misconduct by personnel of MNJTFs in compliance with standards on independence, effectiveness, promptness, and transparency.
- Support coordination with MNJTF TCCs to enhance structures and mechanisms that can ensure accountability for violations of IHRL and IHL and violations of applicable standards of conduct and discipline;
Academic Requirements and Relevant Experience
- A Master’s degree in law, Political Science, International Relations, Social Sciences or any related fields with seven (7) years of experience of which three (3) years at supervisory level.

Main Functions

To ensure necessary co-ordination amongst MST and HQ MNJTF staff, in consultation with the AU Commission where necessary, and maintain an integrated approach towards accomplishing the MNJTF’s mandate.
Main Functions
- Supervise and manage the employees of the MST with regard to organisation and performance evaluation;
- Design strategies and policies consistent with the MST’s goal in order to address the pertinent issues in the relevant area;
- Contribute to the development of the MST work plan and ensure its implementation at HQ MNJTF;
- Ensure risk management and mitigation;

Specific Responsibilities
- Facilitate the implementation of the Support Implementation Agreement (SIA) in line with the Memorandum of Understanding (MoU) signed between AU and Lake Chad Basin Commission (LCBC).
- Ensure personal security and safety of all personnel and mission support assets under his control. The Head of MST must issue necessary instructions, in consultation with the component heads for the proper maintenance and protection of the MNJTF equipment placed at the disposal of their respective components.
- Recruit local support staff in line with AU and LCBC guidelines and policies.
- Deploy or re-deploy and assign or re-assign mission support personnel based on operational needs and efficiency requirements except where specific restrictions are imposed.
- Develop and issue relevant administrative regulations and policies guiding AU additional support to the MNJTF in line with the MoU and SIA between AU, LCBC and the LCBC Troop Contributing Countries (TCCs).
- Develop relevant guidelines for the management of all AU additional support to MNJTF equipment and property.
- Under the direction of the MNJTF Force Commander, and in consultation with the Head of Mission and Strategic Headquarters when necessary, the Head of MST will issue relevant mission related general guidelines as may be required in support of the utilization of the AU additional support.
- Report to the MNJTF Force Commander and inform both Head of Mission and AU Liaison Office on all mission support matters concerning the mandated activities of the MNJTF. However, on purely technical matters, the Head of MST will communicate directly with the Strategic Support Cell while keeping the MNJTF Force Commander fully informed.
- Submit to the Strategic Headquarters, a monthly report reviewing the overall additional support situation and on internal matters including personnel, administration and logistics. This report should include the monthly strength and force disposition of all the MNJTF Components.
- Submit an ad hoc report on any developments of special importance, immediately on occurrence, in addition to the routine monthly report.
- Provide mission support input to the routine daily and weekly reports submitted by the MNJTF.
- In the event of the liquidation of the Mission due to achievement of the mission end state, transition or any other reason as may be directed by the mandating authority, the Head of MST shall, under the guidance of the HOM and in consultation with the Strategic Headquarters, oversee the liquidation process of the AU additional support.
- Submit, upon completion of his tour of duty, an “End of Tour of Duty Report”, to the Strategic Headquarters, providing a review of the overall support situation, an assessment of the implementation of the SIA including personnel, administration and logistics
- Perform any other duties assigned by the MNJTF Force Commander.
Academic Requirements and Relevant Experience
- A Master’s degree in Political or Military Science or Peace and Security studies or in a related field with ten (10) years of progressive relevant work experience in support services and demonstrated expertise in logistics and general service support of which six (6) years at managerial level and three (3) years at supervisory Level.
Or
- A Bachelor’s degree in Political or Military Science or Peace and Security studies or in a related field with twelve (12) years of relevant work experience in support services and demonstrated expertise in logistics and general service support of which six (6) years at managerial level and Three (3) years at supervisory Level.
- Experience in the African Union or LCBC/MNJTF or similar field operations as well as any qualification in logistics and finance are an added advantage.
- The potential candidate needs to be a current or former Senior military officer

The Director of CIDO,manages the directorate and two divisions focusing on three major areas:
a) Policy matters:
Provides support to the Deputy Chairperson in close consultation with Cabinet, Departments, AU Organs and Member States, African Civil Society, Diaspora communities worldwide, diplomatic missions accredited to Member States, International Organizations, Donor Communities, regional organizations and other relevant bodies in the mainstreaming of civil society and the African Diaspora in the affairs of the AU and the conceptualization and development of new initiatives as well as in the implementation of coherent policies relating to the substantive AU agenda.
b) Staff direction and management:
Supervises and coordinates the activities of the civil society and Diaspora Divisions, including staff and programme activities, effective follow-up on decisions and recommendations, coordination and liaison with other Directorates and relationship with partners and donors.
c) Financial and programme management matters:
As Principal Programme Manager, he/she will also be responsible for preparation of budgets and implementation of programmes, liaising, as appropriate, with Cabinet and Finance Department on the planning, monitoring and reporting of the Commission’s budget and supervising donor relationships and monitoring the Commission’s funding mechanism.
• Exercises overall management responsibility to ensure timely production of reports, analyses, briefing notes, background papers and talking point for the Chairperson of the Commission and other relevant political functionaries.
• Acts as a focal point for organizing relevant meetings and plan and support civil society programmes and activities in general and the Economic, Social and Cultural Council of the African Union (ECOSOCC) in particular;

The African Union, established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among
the peoples of Africa and African States as well as developing a New Partnership Worldwide. Its Headquarters is located in Addis Ababa, Ethiopia.

Purpose of the Internship
The African Union Internship Program provides an opportunity for interns to complement their educational experience and to develop their professional skills and experience through The AU internship program is a full-time engagement through which qualified individuals from diverse academic backgrounds are given the opportunity to gain professional exposure within the AU. As an organization which promotes respect for diversity and team work, we encourage all qualified individuals to apply. Applicants should have a keen interest in the work of the AU and demonstrate the ability to interact with individuals from various cultural backgrounds and beliefs.
The program aims to expose participants to the workings of the AU at an early stage of their professional career and strengthen their personal and professional skills. Eligibility Requirements
• Actively enrolled in at least the final year of a Bachelor’s degree program OR
• Must have obtained a Bachelor’s degree or an advanced/ post graduate (Masters) qualification in a related academic field;
• Be nationals of a Member State of the African Union.
• Be full time students currently enrolled in the final year of their Bachelors or graduate school program.
• Be fluent in at least one of the African Union working languages (Arabic, English, French or Portuguese).
• Be no more than thirty-two (32) years of age at the time of selection.
• Possess the highest standard of moral conduct and integrity.
• Have not been convicted of any serious criminal offence excluding minor traffic offences.
• Prior work experience is not required for the internship positions.
Terms and Conditions
• The AU will have no financial obligation towards interns – travel arrangements and cost of accommodation and living expenses will be the responsibility of the interns.
• AU will use reasonable efforts to assist the interns in obtaining their entry and residence visas.
• Interns will not be entitled to any compensation for travel.
• The internship will be authorized only once for three (3) month renewable one time for any candidate
• Interns are not entitled to medical travel or medical evacuation to and from the internship location at the expenses of the Commission. Interns shall therefore have an individual insurance coverage throughout the duration of the internship.

Purpose of Job
The incumbent is responsible for: Providing secretarial and clerical support services to the assigned supervisor or the Office in general for its effective functioning. Perform secretarial and office administration/management duties. Type and proof read documents, reports, correspondences, messages, queries, etc. as may be required by assigned supervisor(s). Assist in preparing correspondences and documents as required. Perform office management and documentation duties as required.
Main Functions
• Provide timely operational support
• Implement operational activities as scheduled and report.
• Assist in the follow up on logistical arrangements, activity implementation and provision of updates.
• Liaise effectively with internal and external stakeholders.
• Follow up meeting decisions and correspondence outcomes and ensure their implementation.
• Prepare routine office communication and assist in compiling data and information for reporting purposes.
• Assist in the creation, improvement and maintenance of record and retrieval systems
• Follow up on provision and maintenance of office facilities and materials.
Specific Responsibilities
• Draft responses to routine correspondences for the signature of the supervisors;
• Type and proof-read documents, reports, etc as may be required by assigned supervisors;
• Attend visitors and staff and provide them with basic information on relevant issues and procedures;
• Assist in the follow up on logistical arrangements, activity implementation and provision of updates;
• Maintain a proper filing and recording system for all incoming and outgoing correspondences and documents;
• Respond to and screen various correspondences such as telephone calls, e-mail messages and ensure follow up with supervisors and partners;
• Keep an up-to-date diary of appointments for supervisors;
• Keep equipment in use in good condition and report on defects for maintenance and other necessary action;
• Provide day to day routine administrative supports to various work units of the assigned \ Units;
• Ensure availability of stationery stock, equipment and furniture in offices assigned;
• Perform reception services where required; and
• Perform any other relevant duties and responsibility as may be assigned.
Academic Requirements and Relevant Experience
• Diploma (Bac+2) or Bachelor (Bac+3) Degree with three (3) and two (2) years in Secretarial Studies or Office Management is required, or a related field with relevant work experience in public organizations, diplomatic missions, international organizations or international non-governmental organizations
• A higher qualification will be an added advantage.
• Communication related training is an added advantage.
• Experience within the African Union Commission, United Nations and other international organizations involving diplomatic engagements, and familiarity to the working environment will be an added advantage.
Required Skills
• Excellent knowledge of computer office applications such as Word, Excel, Outlook and Power Point
• Sound planning and organizational skills
• Very good typing skills, of at least fifty words per minute.
