MONITORING & EVALUATION SPECIALIST

The National Lotteries Commission (NLC), a Schedule 3A public entity in terms of the Public Finance
Management Act (PFMA), is a statutory body established in terms of the Lotteries Act (Act 57 of 1997), as
amended with the purpose of regulating South African lotteries and administering the National Lottery
Distribution Trust Fund (NLDTF). Suitably qualified prospective candidates who are South African citizens

NLC HEAD OFFICE
MONITORING & EVALUATION SPECIALIST
(fixed-term contract 12 months)

PURPOSE OF THE JOB
Produce high quality analytical reports for the national M&E Unit. Overall coordination and target tracking at national level for NLC grant monitoring and reporting; support and guide Provincial M&E Teams to ensure M&E targets are met and M&E processes correctly performed as per the M&E framework, M&E policies and procedures, and the M&E annual work plan

SALARY
Commensurate with qualifications and experience.

REQUIRED QUALIFICATIONS

  • Post graduate qualification in Social Sciences, Development Studies, Public Health, Statistics, or
    Demography.

REQUIRED EXPERIENCE

  • 3-5 years relevant work experience in the design and implementation of M&E systems for
    development projects.

KEY RESPONSIBILITIES

  • Collates and consolidates M&E data from provincial teams
  • Prepares high-quality, analytical M&E national activity reports including statistical reports in
    accordance with reporting cycles
  • Manages and quality assures national M&E data as per data management protocols and
    procedures
  • Leads on M&E data management i.e. management of the M&E dashboard and tracker and the
    quality assurance of data and POE submitted by Provincial teams
  • Coordinates and tracks provincial grant monitoring activities and targets (in collaboration with PMs
    and Provincial M&E Specialists)
  • Supports provinces to conduct periodic data quality assurance assessments on grantee data as per
    the annual work plan
  • Develops and reviews data systems and procedures as required
  • Assists with coordination of Impact Evaluation Studies.

REQUIRED COMPETENCIES AND SKILLS

  • Excellent analytical and problem-solving skills
  • Advanced computer literacy including Microsoft Office applications
  • Advanced Excel skills
  • Knowledge of statistical packages such as SPSS or STATA
  • Excellent reporting writing skills
  • Good planning and organising skills
  • Good interpersonal skills
  • Able to work with diverse cultures and communities
  • Must have valid driver’s license and is willing to travel

MONITORING & EVALUATION SPECIALIST

(Free State, Northern Cape)

PURPOSE OF THE JOB
To develop and implement monitoring and evaluation systems in line with the NLC M&E framework; and to manage monitoring and evaluation activities in the province in line with the M&E framework, M&E policies and procedures, and the M&E annual work plan.

SALARY
Commensurate with qualifications and experience

REQUIRED QUALIFICATIONS

  • Post graduate qualification in Social Sciences, Development Studies, Public Health, Statistics, or
    Demography.

REQUIRED EXPERIENCE

  • 3-5 years relevant work experience in the design and implementation of M&E systems for development projects.

KEY RESPONSIBILITIES

  • Assists in the development of the M&E framework and annual work plan
  • Manages implementation of the M&E framework and annual work plan in the province
  • Provides technical support to and supervises provincial M&E officials including performance
    management and staff development
  • Manages and quality assures provincial M&E data as per data management protocols and procedures
  • Conducts periodic data quality assurance assessments on grantee data as per the annual work plan
  • Quality assures monitoring assessment reports and progress report reviews submitted by Officers
  • Prepares consolidated high-quality, analytical M&E provincial activity reports in accordance with
    reporting cycles
  • Conducts / facilitates evaluations at provincial level as per the annual work plan
  • Develops and reviews data collection instruments and procedures as required
  • Manages and co-ordinates M&E administrative activities including referral of non-compliant grantees

FORENSIC INVESTIGATOR

PURPOSE OF THE JOB:
The National Lotteries Commission (NLC) invites applications from dynamic and detail-oriented
professionals to apply for the role of Forensic Investigator within the Internal Audit division. This role
supports the NLC’s mandate of good governance and transparency by investigating potential fraud,
financial misconduct, and irregularities affecting the organisation.

SALARY SCALE:
Commensurate with qualifications and experience

REQUIRED QUALIFICATIONS:

  • B-Degree in Forensic Auditing, Accounting, Auditing, Criminal Law, or LLB (NQF Level 7).
  • Certification as a Certified Fraud Examiner (CFE) or Forensic Practitioner FP(SA) will be an advantage.

REQUIRED WORK EXPERIENCE:

  • Minimum of 3–5 years’ operational experience in forensic investigations, fraud risk management, or
    related fields.
  • Strong understanding of relevant legislation, audit principles, financial systems, and investigative
    techniques.
  • Excellent communication skills, attention to detail, and ability to work under pressure.

KEY DELIVERABLES:

  • Assist in planning and conducting forensic audits and investigations.
  • Execute forensic audits aligned with NLC’s internal policies, methodologies, and relevant legislation.
  • Compile investigation plans, letters of engagement, and detailed case assessments.
  • Conduct site visits, interviews, and root cause analysis to identify fraud or control weaknesses.
  • Draft high-quality forensic reports with findings, risk analysis, and recommendations.
  • Support disciplinary or legal processes by preparing case documentation and providing expert input.
  • Engage and collaborate with stakeholders, including law enforcement and regulatory bodies.
  • Promote awareness and training initiatives related to forensic audit practices.
