The purpose of the position is to assist the Regional Assistant Manager (RAM) with the implementation of provincial outreach plans and programmes in each region in the areas set out below. The position reports to the Regional Assistant Manager.

REGIONAL OUTREACH OFFICER
LEVEL OF SENIOR ADMINISTRATION OFFICER
(Inclusive remuneration package of R668,964.00 per annum)
The purpose of the position is to assist the Regional Assistant Manager (RAM) with the implementation of provincial outreach plans and programmes in each region in the areas set out below. The position reports to the Regional Assistant Manager.
Key Performance Areas:
1. Outreach Induction: Conduct outreach training and induction.
2. Functional Administration of Outreach: Oversee and administer the functional activities of Outreach in the region, including but not limited to the following: ensure compliance with functional administrative duties, targets and commitments timeously; reports on processes and projects submitted timeously.
3. Outreach Implementation Process Improvement: Identify and address critical issues and areas that will affect the implementation overall process of outreach projects in the region; establish and facilitate prescribed and necessary training tools to enhance outreach processes
4. Stakeholder Relationships: Strengthen relationships with all stakeholders by prioritising strategic objectives, projects and processes to improve efficiency and performance in the region; provide support to Local Electoral Project Officers in their performance of outreach functions; consolidate regional outreach reports
5. Regional Civic and Democracy Education: Implement and evaluate regional electoral democracy education programmes; facilitate regional inputs into the development, implementation, monitoring and evaluation of programmes and public education campaigns; identify and apply different methods for civic and voter education programmes such as media, printed materials, arts and culture and face to face interaction; establish multi-entity relationships to drive civic and voter education with regional institutions supporting human rights, constitutional affairs, social development, and education
6. Regional Stakeholder Relations Management: Identify and manage stakeholder relations to ensure strong and secure outcomes for regional civic education programmes and elections; encourage stakeholder participation in the electoral process and assess the effectiveness of the regional civic education and voter education programmes; manage responsibilities of all stakeholders, including that of political parties and candidates, and the electorate; utilise collaborative behaviour of stakeholders to ensure their acceptance of and support for the regional civic education programmes and election processes
7. Regional Communications: develop, cultivate and enhance collaborative working relationships with the press, media representatives and public community in the region; oversee communications to the media, including content initiatives; disseminate timely information to press and staff; develop strong relationships with regional press and uphold the commissions reputation; implement the regional chapter of the crisis management strategy; co-ordinate all technical-level responses to regional public comments and reviews on the provincial social media platforms to outreach in the provincial electoral office; respond timeously to negative coverage including production of regional position statement prior to any media interest; create and maintain a social calendar to promote events of the regional office, and provide content that fosters a two-way conversations
Basic requirements: The successful candidate must be in possession of Matric/NQF4, an appropriate three-year tertiary qualification, with a minimum of 4 years’ relevant working experience; experience in outreach or civic education/community development field is advantageous; knowledge of outreach processes and experience in managing outreach election projects; knowledge of electoral legislation and processes; stakeholder liaison experience is essential; good computer literacy; project management knowledge and experience; good verbal, written communication and report writing skills; presentation and facilitation skills are essential; ability to work under pressure, team player; interpersonal skills and a high level of ethical conduct; knowledge of the demographics, geography and political dynamics of the province; the ability to communicate in the official languages spoken in the province; a valid driver’s license (Code EB) is compulsory and the applicant must be prepared to travel extensively within the province.
