Travel Officer

The Competition Commission seeks to appoint a dynamic and service-oriented Travel Officer to join the Supply Chain Management Division within the Finance Division.

Job Description

The role is responsible for coordinating and administering travel arrangements for Commission staff through the appointed Travel Management Company (TMC), ensuring that travel bookings, documentation and related logistics are managed efficiently and in accordance with organisational policies.

The incumbent will support the Travel Coordinator in ensuring cost-effective travel services, accurate processing of travel invoices, and compliance with the PFMA, PPPFA and National Treasury Regulations.

A starting annual Total Cost to Company package of R 771 066,17 (negotiable commensurate with experience)

Please note this position is available on a five-year fixed term contract, renewable.

Key Accountabilities

The main responsibilities of the incumbent will, inter alia, include:

  • Coordinate and process travel requests for Commission staff through the appointed Travel Management Company (TMC), ensuring accurate and timely bookings for flights, accommodation, conferencing and ground transport.
  • Manage domestic travel and conferencing arrangements and assist with urgent or emergency travel requests where required.
  • Receive and capture invoices from the TMC into the ERP system, verify accuracy and compliance with PFMA and PPPFA requirements, and maintain supporting documentation for audit purposes.
  • Ensure that travel authorisations, itineraries and supporting documentation are complete and aligned with the Commission’s travel policies and regulatory requirements.
  • Maintain travel records, files and databases and provide administrative support in responding to staff queries relating to travel procedures and policies.
  • Extract travel data from the ERP system and assist the Travel Coordinator with the preparation of monthly and quarterly travel expenditure reports.
  • Support the monitoring of supplier performance and Service Level Agreements (SLA) with the Travel Management Company by tracking performance data and escalating discrepancies where necessary.
  • Promote cost efficiency by selecting economical travel options, applying negotiated corporate rates and monitoring travel expenditure to identify cost-saving opportunities.
  • Review and process per diem claims to ensure compliance with the Commission’s Travel Policy, PFMA and Treasury Regulations and resolve queries relating to supporting documentation.
Job Requirements

We are looking for a dynamic, hardworking and committed individual who meets the following requirements:

  • Completed National Diploma (NQF Level 6) in Travel, Tourism, Business Management or a related field.
  • Degree in Tourism or a related discipline will be an added advantage.
  • Minimum of 2–3 years’ experience in travel administration or travel bookings within a corporate environment. 4–5 years’ experience in corporate travel support is advantageous.
  • Experience working with a Travel Management Company (TMC) and corporate travel systems will be advantageous.
  • Working knowledge of PFMA, PPPFA and National Treasury Regulations.
  • Strong organisational, communication and administrative skills with high attention to detail.
  • Ability to work under pressure in a deadline-driven environment and manage multiple travel requests simultaneously.

  • Practical work exposure to area of expertise will be further considered to balance against other requirements.
  • Must be able to work independently
  • Flexibility to work overtime and/or irregular hours.
  • Computer Literacy: MS Office, Outlook, corporate travel systems, ERP (SAGE)
  • Problem solving and sound judgement

The Competition Commission seeks to appoint a dynamic and committed Procurement Officer to join the Commission’s Supply Chain Management function.

Job Description

The role manages and administers tactical procurement transactions below R1 million in support of the Commission’s operational requirements and ensures compliance with the Public Finance Management Act (PFMA), National Treasury Regulations, SCM Instruction Notes, Preferential Procurement Regulations and internal policies, while promoting efficient, transparent and cost-effective procurement practices.

  • Administer end-to-end RFQ processes for procurement transactions below R1 million, including obtaining the required quotations in accordance with SCM thresholds and ensuring that correct specifications and documentation are used.
  • Evaluate quotations for compliance and responsiveness and prepare recommendation memoranda and submission packs for approval.
  • Process purchase requisitions and convert them into purchase orders while verifying supplier compliance documentation including CSD registration, tax status, BBBEE certificates and declarations.
  • Maintain accurate and complete procurement records to ensure a clear audit trail and compliance with governance requirements.
  • Conduct market research and cost comparisons to support value-for-money procurement decisions and recommend awards based on total cost of ownership where applicable.
  • Provide administrative support to bid committees for low-value bids, including preparing submission packs, maintaining records and supporting committee documentation.
  • Provide guidance to internal stakeholders on tactical procurement processes, respond to SCM queries and escalate potential risks or delays where necessary.
  • Ensure ongoing compliance with PFMA, National Treasury Regulations, Preferential Procurement Regulations and internal SCM policies, while maintaining procurement registers and compiling periodic SCM reports.
Job Requirements

We are looking for a dynamic, hardworking and committed individual who meets the following requirements:

  • Minimum of a completed National Diploma (NQF-Level 6) or Degree in Logistics and/or Supply Chain Management / Public Management / Commerce. NQF-Level 7 will be an added advantage.
  • CIPS Level 3-4 Diploma, Chartered Institute of Procurement and Supply or relevant professional membership advantageous.
  • Minimum 4 years’ experience in Supply Chain Management in Public Entity/ies.
  • Experience in administering procurement transactions, RFQs, quotations, and low value bids and contracts.
  • Experienced in the application of National Treasury’s supply chain management guidelines, Treasury Regulations, Instruction Notes and Supply Chain Management Instruction Notes, Preferential Procurement Policy Framework Act (PPPFA), Broad-Based Black Economic Empowerment (B-BBEE) Act and the Code of Good Practices.
  • Proven working knowledge in the application of Public Finance Management Act (PFMA) in a scheduled 3A public institution specifically will be advantageous.
  • Regulatory interpretation and analytical skills
  • Strong verbal and written communication skills with the ability to engage professionally with internal stakeholders, suppliers and committees, and to draft procurement documentation such as RFQs, memos, evaluation reports and compliance records.
  • Ability to prepare procurement reports and maintain accurate, clear and audit-ready documentation to support transparent and compliant procurement processes
