Business Development Manager

Business development strategy

  • Support the Senior Manager: Commercial in implementing the SAWS Commercial Strategy.
  • Identify and pursue business opportunities in existing and new markets, aligned to organisational
    goals.
  • Contribute to the development of revenue growth plans, pricing strategies, and cost-recovery
    models.
  • Assist in the preparation, setting, and monitoring of revenue and sales targets for business units,
    aligned with departmental and organisational objectives.
  • Support the operationalisation of business plans, including monitoring performance against
    sales/revenue targets and providing insights for adjustments as required.
  • Assist in the preparation of departmental budgets and resource plans.
  • Provide insights and recommendations for optimizing growth strategies.

Business development and client engagement

  • Prepare and support delivery of value propositions, proposals, presentations, and pitches.
  • Engage with potential clients and support the identification of new business opportunities.
  • Strengthen existing client relationships in collaboration with the Key Accounts Department.
  • Facilitate internal coordination with product development, legal, and finance teams to ensure
    timely delivery of solutions.
  • Support account management processes for new and existing clients

Stakeholder liaison

  • Liaise with commercial partners, vendors, and internal stakeholders to ensure effective
    product/service delivery.
  • Support the development of strategic partnerships and maintain long-term client relationships.
  • Provide the Senior Manager with insights on market trends, client requirements, and competitive
    activity.
  • Represent SAWS at industry events, conferences, and client engagements as required.

Administration and Operational Support

  • Maintain accurate records of business development activities, proposals, and client engagement.
  • Support preparation of tenders, contracts, and relevant commercial documentation in
    collaboration with Legal and Finance.
  • Review contracts, agreements, and commercial documentation to ensure accuracy, completeness,
    and compliance, and liaise with Legal for vetting and approval as required.
  • Assist in tracking departmental expenditure against budgets.
  • Ensure that CRM systems and reporting tools are up to date and support decision-making
    processes.

Departmental Support and Governance

  • Provide support to the Senior Manager: Commercial in reporting to internal committees, including
    the Commercial Committee, the Management Committee (MANCO), the Executive Committee
    (EXCO), the Strategic Programmes Committee (SPC), the Audit and Risk Committee (ARC), and the
    SAWS Board.
  • Support the identification, assessment, and mitigation of commercial and operational risks within
    the Commercial Unit, and assist to develop and implement risk management plans.
  • Assist in the development and implementation of departmental policies and procedures to ensure
    compliance and good governance.
  • Contribute to business continuity planning and ensure operational readiness of the Commercial
    Department

Client Service and Support

  • Support new client onboarding programs and engagement sessions.
  • Assist in developing and managing customer feedback systems.
  • Participate in resolving escalated client queries.
  • Provide support in pricing processes and commercial negotiations.

Minimum Requirements and Attributes:

  • A Degree in Marketing or a relevant field (eg. Business Management, Commerce, Economics,
    Finance or Public Administration)
  • A relevant Postgraduate qualification would be an added advantage
  • At least 5 years relevant experience
  • Experience in working with relevant digital technologies (eg. CRM systems, reporting tools,
    financial tracking systems) is key for data-driven decision making and performance monitoring
  • Experience in customer relations management
  • Proven track record in working with successful cross-functional teams
  • Experience in Public Sector would be an added advantage

Scientist: Climate Information

Job Summary:
The incumbent will be responsible for answering commercial enquiries and providing guidance and
solutions to customers as well as participating as an active team member in an office responsible for
commercial services

Key performance areas:

  • Participate as an active team member in the section responsible for delivering a commercial
    service related to the provision of value-added climate data and related information.
  • Assist when necessary in providing climate data and related information for Public Good (PG)
    purposes.
  • Seek client requirements and tailor client services to meet those requirements.
  • Ensure the quality and cost effectiveness of climate services provided to clients.
  • Assist in the development and/or compilation of new products as well as the establishment
    of new methodologies and processes that will improve the service delivery to clients.
  • Execute the relevant responsibilities in the processes and/or procedures to deliver a product
    or service to both commercial and PG clients for value-added climate data and related
    information.
  • Report to Senior Scientist: information on critical/main issues, results and recommendations
    emanating from the work done in a calendar month
  • Assist in maintaining the documentation related to processes and procedures within Climate
    Information for inclusion and use within the Total Quality Management (TQM) System.
  • Continue self-development and keep current with new developments in the field of
    Meteorology and Climatology, including but not limited to publishing weather- and climaterelated articles.

Requirements:
Appropriate Honours Degree in Meteorology/Atmospheric Science/ Environmental Sciences/ other
related fields

The following will be an added advantage and strong recommendation: Knowledge of statistics,
ArcGIS and proficiency in Python scripting for data manipulation and visualisation; excellent written
and verbal communication skills, good customer relations, ability to pay attention to detail, and
ability to cope with several projects at any one time.

Meteorological Qualification Manager: Met Technician

Job summary: The Meteorological Qualification Manager (Meteorological Technician) is
responsible for controlling, maintaining, upgrading, managing, developing, and delivering
training within the Meteorological Technician qualification.

The role ensures that all training and qualification activities comply with international
standards and best practices as prescribed by recognised international bodies, including the
World Meteorological Organization (WMO), the International Civil Aviation Organization
(ICAO), and ISO 9001.

A key focus of the position is the development and delivery of commercial training initiatives
that generate revenue for the South African Weather Service (SAWS), as well as the ongoing
upgrading, maintenance, and quality assurance of the Meteorological Technician course.

Key Performance Areas:

  1. Commercial
    1.1 Develop and deliver commercial training courses, including blended and distance
    learning programmes, aligned to client requirements.
    1.2 Design high-quality, cost-effective training programmes and proposals for commercial
    clients.
    1.3 Conduct training needs analyses to develop, promote, and report on targeted
    commercial training initiatives.
    1.4 Establish and maintain strategic relationships with stakeholders to identify and secure
    commercial opportunities, in collaboration with the Business Development team.
    1.5 Maintain and enhance the RTC Commercial Action Plan.
    1.6 Manage and deliver commercial courses using existing training resources and/or
    temporary staff.
  1. Qualification Management of Meteorological Technician Course
    2.1 Upgrade and register the Meteorological Technician Course in line with the latest WMO
    BIP-MT guidelines, ensuring compliance with internationally accepted standards.
    2.2 Provide ongoing functional training, guidance, and skills transfer to internal and external
    lecturers, as required.
    2.3 Act as a facilitator, assessor, and/or moderator in line with recognised assessment
    standards.
    2.4 Oversee all practical assessments to ensure compliance with assessment and moderation
    principles, as well as RTC and relevant training body regulations.
    2.5 Manage and maintain the learner database.
  2. 2.6 Conduct training needs analyses to develop, promote, and report on targeted training
  3. programmes for internal and international clients.
  4. 2.7 Stay abreast of international trends and advancements in meteorology and training to
  5. continuously enhance qualifications and course content.
  6. 2.8 Plan and coordinate Continuous Professional Development (CPD) activities for internal
  7. (SAWS) and external (SADC) operational meteorological personnel.

  1. Administration
    3.1 Implement work agreements, performance assessments, Personal Development Plans
    (PDPs), and manage contracts for subordinates and contracted trainers.
    3.2 Develop and facilitate distance learning initiatives within the RTC.
    3.3 Support the Senior Manager responsible for the RTC in management activities, including
    strategic and business planning, risk analysis, budgeting, and procurement.
    3.4 Compile and submit monthly, quarterly, and annual reports to the Senior Manager on
    key issues, results, continuous and commercial training activities, recommendations, and
    progress.
    3.5 Establish and maintain effective working relationships between the RTC and other SAWS
    business units.
    3.6 Engage with external training institutions and clients regarding qualifications and
    relevant courses offered by the RTC.
    3.7 Ensure compliance with all SAWS Total Quality Management (TQM) principles.

Minimum Requirements:

  • An appropriate 4-year tertiary qualification in Atmospheric Sciences or Meteorology, i.e. a
    BSc (Hons) in Meteorology or Atmospheric Sciences.
  • Master’s degree in meteorology preferable
  • A minimum 2-year supervisory experience
  • At least 5 years’ experience in meteorological practises especially Meteorological technician
    practises and understanding of the relevant WMO competencies
  • At least 5 years’ Experience as a trainer/ facilitator/lecture of different courses as full or part time lecturer/trainer
  • Excellent knowledge and proficiency in weather observations and related competencies
  • Knowledge of commercial and marketing practices will be an added advantage
  • Fluent in English

    the organisation and with various stakeholders
  • Excellent PowerPoint, Excel, and Word skills
