Risk Officer
The National Credit Regulator (NCR) was established as the regulator under the National Credit
Act 34 of 2005 (the Act) and is responsible for the regulation of the South African credit industry. It
is tasked with carrying out education, research, policy development, registration of industry
participants, i.e. credit providers, credit bureaux, alternative dispute resolution agents, payment
distribution agents and debt counsellors, investigation of complaints, and enforcement of the Act.
The Act requires the NCR to promote the development of an accessible credit market, particularly
to address the needs of historically disadvantaged persons, low income persons, and remote,
isolated or low densit
Position: Risk Officer
(3-year fixed-term contract appointment)
Paterson Grade: D – Lower
Salary Ranges from: R405 200 – R769 900 maximum

Requirements:
▪ The successful candidate must have a Bachelors’ degree in Risk Management, Accounting,
Internal Auditing, or relevant equivalent qualification, preferably – Honours degree/ Post
graduate diploma.
▪ CRM Prac/BCM certification will be added advantage.
▪ At least 7 -10 years’ experience in Risk Management and Business Continuity Management, of
which 3 should be at Supervisory level.
▪ Experience in a regulatory environment will be added advantage.
▪ Membership with the IRMSA
Duties:
▪ Assist the Manager in planning, designing and implementing an overall risk management and BCM
process and framework.
▪ Development and implementation of annual Risk Implementation Plan
▪ Guiding integration of enterprise risk management with other organizational planning and
management activities.
▪ Development and management of the NCR Strategic Risk Register to inform annual internal audit
plan.
▪ Liaise with managers in ensuring completion of quality departmental risk Registers.
▪ Monitor and report the NCR’s entire risk profile, ensuring that major risks are reported.
▪ Monitor implementation of action plans to ensure risk mitigation efforts are proceeding as required.
▪ Proactively identify emerging risks, risk events and report to relevant stakeholders.
▪ Identify training needs for risk management and oversee development of enterprise risk
competence and awareness across the company.
▪ Ongoing monitoring risk management maturity and implementation of steps to improve the maturity.
▪ Implementation of the Combine Assurance framework.
▪ Implementation of the Risk Appetite and Tolerance framework.
▪ Development of annual Business Continuity Management Plan and the coordination all BCM
related activities across the entire organization.
▪ Work with all business areas to develop and maintain an NCR-wide BCP program that addresses
business recovery and emergency response management.
▪ Manage the BCP Co-ordinates to develop effective working relationships and documented BCP.
Knowledge:
▪ National Credit Act.
▪ Strong understanding of PFMA, Treasury Regulations, King IV.
▪ Extensive knowledge in areas of governance, risk management and strategy management
▪ Knowledge of the International Standards for the Professional Practice of Internal Auditing
(ISPPIA)

isolated or low density communities. The NCR invites applications from suitable candidates for the
following position:
Position: Internal Auditor X2
(3-year fixed-term contract appointment)
Paterson Grade: C – Upper
Salary Ranges from: R259 900 – R482 400 maximum

Requirements:
▪ The successful candidate must have a Bachelors’ degree in Risk Management, Accounting,
Internal Auditing, or relevant equivalent qualification.
▪ Honours degree/Post-graduate diploma will be an added advantage.
▪ At least 5-7 years’ experience in Internal Auditing.
▪ Experience in a regulatory environment will be added advantage.
▪ Membership with the IIASA
Duties:
▪ Participate in the development of the annual risk-based internal audit plan.
▪ Conduct preliminary risk assessments for assigned audits.
▪ Develop audit programs and testing procedures.
▪ Identify weaknesses in risk management and internal control systems.
▪ Analyse business processes to identify risks and control gaps.
▪ Recommend practical improvements to strengthen controls.
▪ Prepare clear and concise audit reports outlining findings, risks, and recommendations.
▪ Discuss findings with management and agree on corrective actions.
▪ Track implementation of management action plans.

Position: Credit Bureau Compliance Officer
Paterson Grade: D- Lower
Salary ranges from R405 200 – R769 900 maximum
Requirements:
▪ The successful candidate must hold a Law Degree or National Diploma with a minimum of 3
years relevant experience.
▪ A good knowledge and understanding of the National Credit Act and experience in the Credit
Bureau industry and project Management will be an advantage.
Duties:
▪ Monitor compliance with legislation to ensure the protection of consumer credit information.
▪ Responsible for co-ordinating, planning and conducting/compliance on-site/desktop visits in terms of
risk-based supervision approach.
▪ Report on the findings and recommend corrective actions where feasible e.g., statutory reporting
review, briefs for forensic investigations.
▪ Monitoring and managing issues related to bureau general NCA compliance and ad hoc information
requirements.
▪ Enhancing and maintaining the compliance framework for credit bureau, undertaking periodic and
specific initiative to drive compliance, for example developing and issuing guidelines on the relevant
matters.
▪ Liaising at multiple hierarchical and organisational levels, executive to operational.
▪ Manage and co-ordinate projects in the department in relation to compliance.
▪ Facilitating meetings, hosting workshops, negotiating solutions and issuing of correspondence.
Knowledge:
▪ National Credit Act and other relevant legislation.
▪ Compliance Regulatory framework.
▪ Understanding of the South African credit market.
