Description

Purpose of the Job:

To monitor and assess compliance by retirement funds and fund administrators with applicable legislation particularly in regard to their financial soundness through on-site inspections and the analysis of statutory returns, statistics and reports, to identify risks to the financial soundness of retirement and to make recommendations and/or propose enforcement measures in order to mitigate such risk and to contribute towards the formulation of improvements in regulatory standards and supervision measures. The person appointed to this position will report to the Manager.

Key Performance Areas:

•Analyse statutory returns, submissions and reports
•Review and process applications and notifications within SLCs (service level commitment turnaround times)
•Process appointment, replacement, oversight and removal of curators within agreed deadlines
•Conduct supervisory activities in relation to retirement funds and benefit administrators in accordance with the approved supervision plan by scheduling and conducting the on-site visits and reporting on findings and recommending corrective actions and enforcement action where needed
•Manage enquiries, complaints and related matters
•Provide support for special projects, high profile cases and ad hoc duties
•Presentation of cases to the Enforcement committee as required
•Provide guidance to and facilitate compliance by regulated entities and persons
•Liaise with internal and external stakeholders
•Peer review, training and mentoring of junior staff

Other Key Competencies:

The candidate must demonstrate the following skills and attributes: excellent command of both written and  spoken English; be proficient in the use of Microsoft Office and workflow systems; have demonstrable skills in the collection and analysis of financial information, records and returns, report writing and other forms of communication; investigative skills and not to yield to pressure form regulated entities and display a high degree of responsibility, honesty and integrity, be disciplined, reliable, organised, effective, efficient, trustworthy, self- confident, friendly, co-operative and supportive; have sound judgment and an ability to work well both independently and in a team and under pressure; and demonstrate a commitment to promoting high work standards and the fulfilment of the objects of the FSCA and the protection and enhancement of its reputation.

Requirements

B. Com Hons (CTA). The candidate must have at least 5 years’ relevant working experience. A good knowledge and exposure of the Pension Funds Act is a prerequisite. The candidate must have successfully completed articles and working experience in the retirement funds industry and/or financial sector would be an advantage.
