About the District

About the District
  • Sekhukhune district Municipality (SDM) was established in December 2000 and is situated within the south east of Limpopo province, about 300kms north of Johannesburg.
  • It is bordered by Gauteng province to the south, Mpumalanga province to the east as well as Waterberg towards the West. Sekhukhune is relatively accessible with the use of its relatively extensive road network system.
  • It is characterised by scattered pattern of human settlement and contains a large number of rural villages (roughly 740) with both limited economic infrastructure opportunities and services of a reasonable standard.
  • Overall, it covers approximately 13 264 KM2 with only 5% of the district’s population estimated to live in urban areas.
  • Sekhukhune District municipality contains four local municipalities (LM) namely; Fetakgomo Tubatse, Elias Motsoaledi, Makhuduthamaga and Ephraim Mogale. There are 121 wards in the district namely: Makhuduthamaga (31); Fetakgomo Tubatse (44); Elias Motsoaledi (30) and Ephraim Mogale (16).

MEET THE COUNCIL SPEAKER.

His job is quite unenviable.

As Council Speaker, Cllr Kgwediebotse David Chego must preside over Council meetings of Sekhukhune District Municipality.

For a multi-party Council, like Sekhukhune District Municipality’s, with six political parties, namely the African National Congress (ANC), Economic Freedom Fighters (EFF) Democratic Alliance (DA) Socialist Agenda of Dispossessed Africans (SADA) the Bolsheviks Party and the South African Maintenance and Estate Beneficiaries Association (SAMEBA), striking a balance is no mean feat.

Considering the divergent political and ideological orientations of some of these political parties, and the inherently robust nature of Council deliberations, the new Council Speaker has his work cut out for him.

But Chego says, between 2016 and 2021 when he was Chief Whip in Makhuduthamaga Local Municipality, there has not been a single Council meeting that was disrupted.

Chego holds a public relations qualification from the University of South Africa, certificate of programme management and development from University of Witwatersrand, a certificate in tourism capacity building for policy makers in local government from the University of Pretoria, several certificates from the University of Johannesburg and various others in several areas including risk management, community development and project management and local economic development.

Politically, Chego became member of the ANC Youth League in 1986. He held several official positions in the branch and sub-regional structures of the youth league, including as chairperson, secretary and even organiser between 1990 to 2001.

Between 2001 and 2004, Chego was elected member of the provincial executive committee of the ANC Youth League in Limpopo.

In 2007, after he had officially quit youth politics, Chego was elected as secretary of the Wifred Monama Branch of the ANC.

He held the position until 2016, and in the same year he became Chief Whip of Makhuduthamaga Local Municipality.
He has led the ANC branch structures in various capacities since 1993 and was first elected councillor in December 2000, serving in different portfolios, in various capacities.

Following the 2021 local government elections, Chego became the Chief Whip of Sekhukhune District Municipality.
On 9 February 2022, he was elected Council Speaker.

In December 2021, he was elected as member of the regional executive committee of the ANC.

Currently, Chego is chairperson of the Makhuduthamaga ANC sub-region.

MEET THE COUNCIL WHIP.

Cllr Choris Phokane effortlessly moves along these two systems.

While he is affectionately known as Choris within the political circles, officially he was christened Maudu Johannes Phokane.
Phokane hails from Mabocha Village, under FetakgomoTubatse Local Municipality.
He matriculated from Paepae Secondary School in 1989.
In February 2022 he was elected as Council Whip of Sekhukhune District Municipality during a special council meeting.
Phokane was previously the Mayor of FetakgomoTubatse Local Municipality.
In 1994, Phokane was the Secretary of South African National Civic Organisation (SANCO) in Mabocha, a position he held until 1997.
From the year 2003 until 2006, Phokane was the Secretary of Mabocha Youth Forum, coordinating youth activity in the village.
Known fondly amongst his colleagues as “Man of God”, Phokane held several leadership positions in the Apostolic Faith Mission Penge Assembly between 2002 and 2016.

His task in the church included caring out activity like preaching, spiritual upliftment of congregants and shepherding.
Phokane was instrumental in the establishment of the first ANC Youth League branch at Mabocha village in 1993 and became its first secretary and re-elected to the same position in subsequent years until 1995.

He also led the ANC at branch level in ward 30 from 2005 to 2016, consecutively as Secretary.
In 2014, Phokane was elected the chairperson of the African National Congress (ANC) Tubatse subregion and was responsible to provide political direction.
In December 2021, Phokane was elected as member of both the Regional Executive Committee and Regional Working Committee of the ANC in Sekhukhune Region.
At branch level, he served as a Sports Convenor for Bohlabela Sadtu Branch from 2004 to 2005.
Phokane also served his community as secretary of the Bakwena Traditional Authority between 2003 and 2016. He relinquished this duty when his responsibility was heightened after he was elected as mayor of Fetakgomo Tubatse Local Municipality.
As Council Whip, his duties include, but not limited to, promoting good governance, political accountability and managing conflict.
In terms of educational background, Phokane holds a Bachelor of Degree (Honours) in Education Psychology from the University of Limpopo, BA in Social Science from the University of South Africa and certificates and diplomas in various fields including Human Resource Management, Senior Primary Teacher, computer Literacy and Governance.
Between 1995 and 2008 he was site secretary of the South African Democratic Teachers Union, at Lehlaba High School.
