ADMINISTRATION AND FACILITIES MANAGER (BRAAMFONTEIN)

Job Purpose: The main purpose of this position is to manage planned, routine and
reactive maintenance and repairs of assigned properties nationally. This role is
responsible for effective management and oversight over the Council facilities
management function, this includes but it is not limited to cleaning services, security
services, building management, switchboard services, service level agreements, office
refurbishments and maintenance. Also responsible for ensuring that outsourced
contractors complete work within stipulated timeframes, cost and quality standards.

Job Objectives:

  • Developing and implementing plans for building maintenance, facility upgrades,
    and budget management.
  • Overseeing routine maintenance, repairs, and renovations to ensure the
    building’s functionality and safety.
  • Implementing and maintaining safety protocols and security measures to protect
    occupants and property.
  • Supervising and managing facilities staff, including maintenance personnel,
    cleaners, security personnel, printing staff, record management staff, drivers,
    mailroom staff, etc.
  • Maintaining accurate records of maintenance activities, repairs, and other
    relevant information.
  • Addressing and resolving facility-related issues promptly and efficiently.
  • Implementing strategies for optimising workflow and resource utilisation.
  • Utilising technology to improve efficiency and effectiveness of facilities
    management.
  • Ensuring a comfortable and functional environment for occupants.
  • Ensuring full compliance with all applicable legislation such as the Occupational
    Health and Safety Act, Protection of Personal Information act, and facilities
    management policies and procedures.
  • Ensuring effective contract management and timeous payment of service
    providers.
  • Effective management of all owned and leased Council properties and ensuring
    full compliance with applicable legislation.
  • Performing feasibility studies and making recommendations to management and
    other relevant committees.
  • Overseeing effective and efficient service delivery across facilities management.
  • Developing and management of budgets for facilities management and ensuring
    costs remain within budget.
  • Service provider management and ensuring compliance with service level
    agreements.
  • Acting as the official chairperson of the Health and Safety Committee of the
    Council and ensuring that the Council complies with the OHSA requirements.
  • Procuring, management and maintenance of the buildings, fleet and office
    equipment.
  • Maintaining effective record management in line with the requirements of the
    Council policies and other applicable legislation.
  • Acting as the official chairperson of the Health and Safety Committee of the

  • Management of the performance and outputs of various functions and direct
    reports effectively and in line with expectations of all stakeholders.
  • Ensuring that all functions have developed and implemented activities according
    to properly defined SOPs, policies and systems.
  • Compilation and submission of monthly reports, quarterly reports and other
    reports that may be required from time to time.

Education & Qualification:
▪ Grade 12
▪ Relevant tertiary qualification in facilities management, engineering or building
science at NQF level 6 or above.
▪ A minimum 5 – 8 years’ experience in facilities management or building maintenance
with at least 3 of those years at Management level
▪ Knowledge of relevant building codes and legislation including South African National
Standards, Municipal by-laws, Occupational Health and Safety Act
▪ Be professionally registered with SAFMA (preferably)

Remuneration Grade: D2

SECRETARIAT INTERNSHIP – (BRAAMFONTEIN OFFICE)

PURPOSE OF THE JOB
To provide efficient and effective administrative and secretariat support to the Council,
EXCO, Council Committees, Task Teams, and Management Committees.

JOB OBJECTIVES

  • Provide general office administration, including planning and coordination.
  • Prepare meeting notices, agendas, and packs.
  • Attend meetings, take minutes, and record key discussions and decisions.
  • Ensure the timely delivery and distribution of meeting documentation.
  • Book meeting venues, coordinate catering, and assist with travel arrangements.
  • Maintain Council/EXCO documents with proper record-keeping and ensure easy access.
  • Ensure minutes are signed by the relevant Chairperson and securely stored.
  • Maintain minute books and other statutory registers.
  • Type documents, reports, and letters in preparation for meetings.
  • Coordinate and facilitate the completion of councillors’ payroll documents.
  • Maintain, update, and upload information to the Diligent Boards platform.
  • Perform ad-hoc duties as required.

ESSENTIAL REQUIREMENTS

  • A relevant qualification in Management, Public Administration, Law, Corporate
    Governance, or a related field with a focus on Secretariat functions is required..
  • Proficiency in MS Office Suite.
  • Ability to follow instructions accurately.
  • Strong attention to detail.
  • Ability to work both independently and as part of a team.
  • Customer service orientation.
  • Willingness to work irregular hours or as required.
  • Familiarity with filing systems.

The internship program will run for one year, with a monthly stipend to be paid

VACANCY – CASE MANAGEMENT OFFICER X2 (1x Cape Town Office & 1x Head Office Region, Braamfontein Office)

Job Purpose: (Key Responsibilities)
To Administer, coordinate and process disputes, referred to the Regional Office, in
accordance with the requirements of current labour legislation, by administering referred
cases from the date of receipt to the finalisation of each case including the handling of
jurisdictional and process queries, written and verbal communications, correspondence
and the allocation and scheduling of the required resources through the use of the
administrative and computerised Case Management System of the CCMA as updated
from time to time.

Job Description/ Objectives:

  • Perform a client services function, or receiving visitors referred from client services
    to the office to enquire about specific cases and opening cases/files for those
    parties lodging a dispute if required.
  • Capturing of daily applications on Case management system denoting all aspects
    of the case to be dealt with
  • Screening files/ referrals to ensure that all details are correct, that the stipulated
    timelines are adhered to, and that the required signatories have signed
  • Scheduling of cases in terms of date, venue and time and informing both parties
    via fax and post of the details
  • Booking of interpreters and commissioners for cases and ensuring that a venue is
    booked timeously.
  • Once the commissioner has made an award/decision, send to senior personnel to
    check and then distribute outcome to all concerned parties
  • Coordinate and manage the rescission and review applications and assign
    commissioners and interpreters to provide a ruling, and in some cases schedule
    all relevant parties to attend if the matter is complex
  • Ensure that all recording equipment is in good working order and operational for
    all cases to be heard
  • Ensure all settlement agreements and compensation awards are loaded to the
    CCMA system to record for performance stats and accreditation status
  • Administer all condonation applications in terms of the rules in consultation with
    the Commissioner and report to Supervisor any challenges experienced.
  • Assist in all section 143 matters in respect of CCMA certification and ensure that
    the applicants follow the right process for enforcement.
  • Coordinate the Claims/Invoices Payment process by obtaining invoices from the
    commissioners/interpreters and ensuring that the supporting documents are
    attached, also includes the generation of invoices for wasted costs for parties.
  • Manage correspondence for the area including writing letters to parties, distribution
    of correspondence and responding to emails received from panellists and parties
    on daily basis
  • Ensure files are filed in numerical order and retrieval of labour court files which
    need to be submitted to the legal advisors
  • Receive monthly statistics from the CCMA and create a report on the referrals
    received, dismissed matter, unfair Labour practice, mutual interest, and other
    matters e.g. unilateral changes to terms and conditions of employment, TES
    matters settlement rate, jurisdiction and withdrawn matters
  • Assist in the review of panellists annually to ensure a competent pool of
    commissioners and interpreters are available for all cases

Qualifications & Experience:
Matric qualification with a certificate in Labour Relations/Human Resources and 2+ years
of administration experience, preferable in the area of Dispute Administration. Knowledge
of Bargaining Council collective agreements (on how they work) and the labour relations
act will be advantageous.
