Purpose of the Job
Reporting to the Head: Assurance and Monitoring, the successful incumbent is responsible to oversee the claims assurance function to ensure that the RAF is protected from financial loss; reduction in litigation costs as well as inflated settlement offers.
Duties & Responsibilities
Provide Leadership in the Claims Assurance Management
- Manage, monitor and ensure that claims assurance is effectively conducted and finalised in accordance with defined processes and procedures.
- Oversee the implementation and management of a claims assurance management system.
- Ensure all claims assurance requests are reviewed in a timely and correct manner.
- Ensure that complete diary notes are made on the Claims Assurance Management System on a daily basis.
- Ensure that proper records and systems are in place for all claims assurance requests received.
- Ensure that all claims assurance data (information and statistics) is captured into a database.
- Manage the collation of statistical and narrative reports on claims assurance caseload, progress, findings and recommendations for process improvements.
- Establish and implement a quality control, norms and standards framework.
Provide Legal Advice
- Provide legal advice to the RAF on litigated claims and direct claims as appropriate.
- Develop checklists to ensure compliance by business to appropriate claims policies and processes for which assurance is provided.
- Compile business and tactical plans aligned to business requirements.
Strategy Development and Operational Planning
- Ensure development of the Claims Assurance business strategy and plan and ensure alignment with short-term and long-term objectives.
- Ensure development, implementation and annual review of an overall Strategic Plan for the Claims Assurance department.
- Determine and set specific key performance indicators and measures against outcomes detailed in the departmental strategic plans.
Policy Review and Implementation
- Oversee the development and implementation of frameworks, policy, procedures, and processes for Claims Assurance.
- Provide advice and guidance to the Policy department on legislative compliance, emerging issues, risks and the implementation of changes required on policy matters.
Reporting
- Ensure preparation and submission of regulation reports.
- Report quarterly on progress with implementation of operational plans.
- Ensure development of functional reporting systems, project or performance reporting for management
- Ensure the development of reports or policies or procedures and guide the process through the alignment of these documents to the overall RAF’s Strategy.
- Ensure regular and periodic reports are prepared and submitted as and when required to provide progress updates and/or inform management decisions.
Financial Management
- Ensure that the periodic financial and strategic goals of RAF as well as the performance expectations of the various teams are achieved.
- Report and review operations financial and non-financial goals.
- Ensure sufficient internal control measures are implemented for adherence to PFMA, RAF and other relevant legislation and regulation.
- Manage, monitor and control the department expense budget.
Stakeholder Management
- Maintain proactive and progressive relationships with key stakeholders.
- Engage with relevant internal stakeholders.
- Communicate with all levels of relevant stakeholder contact.
- Delegate inquiries and requests for information from both internal and external stakeholde
People Management
- Ensure the motivation, cohesiveness, and alignment of the organization’s team members.
- Ensure Implementation of human capital processes and procedures to control or regulate workplace conflict and/or institute corrective measures and consultation processes to address deviations from standards.
Desired Experience & Qualification
Qualifications and Experience
- Bachelor’s Degree in Law or equivalent.
- Postgraduate in Law related qualification.
- Admission as an Attorney of the High Court or Advocate will be an added advantage.
- Relevant 9 – 10 years’ experience in a Claims Litigation environment of which 3 years must have been on a management level/ area of expertise in the Legal Services field.

Package & Remuneration
Total cost to company applicable to this position is minimum R1 371 054.00 per annum, negotiable.
NB: “RAF offers Total Employment Cost packages with no additional contributions from the Employer, successful candidates are required to structure their packages in a manner that will suit their needs”.
