To effectively lead, direct and drive Expanded Public Works Programme, Project ManagementTeam, City-wide Steering Committee, Management Steering Committee and City-wide BusinessCommunities in coordinating strategic plans with broad vision of enabling sustainabledevelopments to progress at a measurable pace in accordance with the broad aims and objectivesof eThekwini Integrated Development Plan and National Frameworks/ Strategies. PrioritiseExpanded Public Works Programmes aiming to provide poverty and income relief throughtemporary work for the unemployed, promote economic growth and create sustainabledevelopment and make provision for needed public goods and services, labour intensively atreasonable standards.

Key Responsibility Areas

Positions the EPWP Department City-Wide, Provincially and Nationally to facilitate the seamless delivery of infrastructure, environment and culture, social sector related projects and programmes to communities in accordance with the integrated development plan and National Policy on the development of the nation.• Develops strategic and tactical plans to ensure the acquisition of grant funding and successful completion of cost-effective projects to provide basic infrastructural services to comply with National programmes of job creation.• Investigates and integrates specific National Methodologies, approaches and legislation that support the accomplishment of the critical mission deliverables of EPWP across all sectors within the city in relation to infrastructure, environmental, cultural and social.• Designs and implements employment strategies for learners entering the EPWP Programme and contract them on specific determined period.• Implements procedures in accordance with prevailing legislation and government notices applicable to the Municipal Infrastructure Grant to co-ordinate and control the tendering process and transactional approvals.• Develops, directs and controls the Municipality’s strategic EPWP programmes and build the fabric of society in terms of situational planning ensuring that Private and Public Sector Management within eThekwini Municipality and Political leadership support and partake in the EPWP as defined by the Municipality IDP programme.• Implements strategic EPWP policies and plans consistent with the key objectives of reducing unemployment, fighting crime and rebuild the communities of the City as envisaged in the Constitution of the country.• Organise Private Sector, Infrastructure Sector, Profit Organisations and non-profit Organisation to engage eloquently in labour intense programmes.• Maps out and plans priority areas for piloting EPWP programme and systematically identify problematic areas with pressing needs.• Facilitates Unit leadership advice on EPWP programmes aimed to alleviate poverty by granting income relief through temporary work for the Municipality.• Controls outcomes associated with the utilisation and performance of staff within the function.• Distributes functional and operational information on the immediate, short- and long-term objectives and current applications and constraints.• Plans and prepares capital and operating estimates and controls expenditure against the approved budget allocations.

Essential Requirements

• Bachelors Degree (NQF Level 7) in Public Administration Management or Education or Social Sciences field or related field.• Valid motor vehicle driving license.• 8 years experience at a management level of which at least 3 years must be managing projects at a senior management level.

Preferred Requirements

• Postgraduate qualification (NQF Level 8) in Public Administration Management or Education or Social Sciences field or related field.• Project Management Certificate.
