Job PurposeTo provide input into the unit’s objectives and controls the delivery of a professional project
management service through the determination and control of the process of analysing,
investigating, assessing, defining, conceptualizing and designing major complex and high risk
interventions in the environment and preparing and defending contractual terms or resolving
disputes and, providing information, advice and recommendations on the best practice to guide,
enable and ensure delivery of strategic initiatives that responds to the social upliftment and
economic development drive of the City and is adaptable to the confirms with environmental, social
and legislative changes and demands.
Key Responsibility Areas• Providing input into the process of defining policies, determining strategies and positioning 
of the Cleaning and Solid Waste Unit with respect to the management of strategic 
engineering related projects and programmes.
• Prepare business plan to determine and present the sustainability of major high complex projects.
• Applies professional knowledge of engineering design policies application, principles and the 
understanding of associated disciplines, legislations and practice to analyse, comment and
coordinate design and detail requirements associated with major complex and high risk built 
interventions in the environment.
• Managing processes associated with the preparation of contracts and resolves conflicts and/or defends actions.
• Managing development and projects management processes associated with the scoping, 
resourcing, implementation, monitoring and communication phase of major complex and 
high risk Engineering projects related to the Cleaning and Solid Waste Unit
• Interacts internally and extremely disseminating technical and professional information with recommendations, solutions and alternative on proposed and current infrastructure development projects and completed work.
• Managing specific administrative and responding requirements associated with key performance and result indicators of the functionality.
• Analysing the capability and adaptability of designs, building types and changes in material and construction technologies, strategies for building procurement in order to improve service delivery.
• Administrating contracts to ensure that specifications and standards are maintained and, where applicable, supervision of consultants and or contractors.
• Development of Particular and Special conditions for inclusion in tender documentation.
• Monitoring project performance against budget contractual limits and assessing and reporting on the need for further funding, processing payments and certificates against 
completed works and, attending to and resolving contractual payments and claims.
• Collating and consolidating interim/final reports, inspections schedules and contractual agreement to facilitate dispute resolution sequences with respect to contractual claims and/ or presenting the required evidence at Arbitration.
• Controlling the recording and updating of financial and administrative information and attending the preparation and submission of management reports to the immediate superior for perusal and inclusion into consolidated reports.
• Providing input into estimation of capital and operating budgets requirements using forward plans and costing frameworks and or historical financial performance indicators.

Essential Requirements• Bachelors Degree (NQF Level 7) in any of the following fields: Supply Chain Management,
Contract Management, Financial Management, Built Environment or equivalent.
• Project Management Certificate.
• Valid motor vehicle driving license.
• 6 Years relevant experience.
• Computer Literacy.
Preferred Requirements• Post graduate qualification (NQF level 8) in any of the following fields: Supply Chain Management, Contract Management, Financial Management, Built Environment or equivalent.
• 8 Years relevant experience.
