ROLE OVERVIEW
Reporting to the Senior Manager: Performance Management, this role is required to provide support, assistance and advice to build and to enhance the capacities of municipalities with the development, implementation and institutionalisation of functional and effective performance management systems and practices; to ensure compliance with the legislative and regulatory environment governing
performance management in the local government sector – aimed at driving high performance, good governance, ethical leadership and effective oversight and management for improved service delivery, accountability and consequences management

THE CANDIDATE PROFILE
■Expert knowledge and experience in the performance management and the governance environment

QUALIFICATIONS AND EXPERIENCE
■Relevant Post-graduate qualification at Hons level (Industrial Psychology/ relevant HR Field)
■ At least 8 years’ relevant experience of which at least 4 years have been at an equivalent level within a medium to large sized organisation
■ Valid Driver’s license & Travelling Required
■ Sound track record in effectively managing complex and sensitive stakeholder engagements at all levels

KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS
■Performance Management Solutions to Municipalities: Provision of PMS support to municipalities underpinned by the PMS Value Chain or Model Support the team with the diagnostic analysis of the current status quo of HR systems and practices in municipalities
■ Provision of and PMS Capacity Building Support and Advice to Municipalities: Facilitate the implementation of the capacity building strategy and associated programmes in municipalities
■ Governance Support, Compliance and Risk Management: Support the promotion of performance management and good governance improvement initiatives in municipalities to realise transformation change
■ Monitoring & Evaluation and Reporting: Support the development and Implement monitoring and evaluation process to track the progress on implementation of policies, legislative compliance and programmatic implementation in municipalities
■ Programme / Project Management: Implement appropriate project management methodologies and disciplines; and manage full project cycle on assigned projects including M&E
■ Research and Benchmarking: Under the guidance of the Senior Manager provide ongoing analysis of the key challenges, needs and trends in Performance Management (locally and internationally), to ensure that local government strategies and programmes are appropriately designed (with regards to both policy response and effective models of service delivery)
■ Representation at External Fora (Lobbying and Advocacy: Ensure that the interests of SALGA are properly represented and present on relevant topics of performance management system at all relevant meetings, committees, forums or departments as and when required.
■ Stakeholder Management: The incumbent will be required to carry out any reasonable functions within the scope of the cluster as and when required■ Financial and Expense Monitoring: Assist with the preparation of annual budgets and monitoring of the monthly expenditure in area of accountability

KEY PERFORMANCE AREAS
■ Assist municipalities in the areas relating to community development, which include: Community services and social cohesion which looks into social infrastructure and getting communities access and partners thereof; Mainstreaming of transversal issues relating to the areas of HIV/ AIDS, gender, youth, disability, the elderly, and children; Primary health care and municipal health care issues, in particular environmental health; safety and security – from both the perspective of compliance and proactive

Reporting to the Portfolio Head: Research, Learning and Knowledge Management, this role is required to lead the Research, Knowledge Management, Innovation and Information Analysis programmes in support of SALGA’s mandate and strategy and also in building and sharing a comprehensive hub of Local Government knowledge and intelligence to enable delivery of other SALGA mandates and goals.

■ Research: Support the development (with business partners) of the Research Agenda in the dedicated portfolio and support the Portfolio Head: Research, Learning and Knowledge Management with the development of the SALGA Annual Research Agenda in line with the
SALGA Strategy Implement the SALGA Research Agenda through the coordination and conduct of specific research projects and oversee
the implementation of research projects handled by researchers; Support the development of and utilise appropriate research methodologies,
methods, evaluation strategies and research tools; Identify and propose research opportunities in support of the Research Agenda and
SALGA mandate; Prepare high-quality research reports and presentations to disseminate research findings to targeted audiences; Respond
to adhoc research requests from the various SALGA Clusters and portfolios and provide inputs to reports generated by researchers to ensure

■ Knowledge Management: Review, update and implement the SALGA Knowledge Management Strategy; Facilitate the mainstreaming
of Knowledge Management into SALGA’s programmes and projects; Develop and maintain a Knowledge Hub that serves as a portal of
accurate and up-to-date information on SALGA and local government; Manage the development, packaging, and dissemination of knowledge
products (research publications, good practices, case studies) for the benefit of SALGA and local government; Initiate and coordinate learning
networks and their associated programmes in support of SALGA’s programmes; Provide Knowledge Management support to municipalities
in terms of the development of Knowledge Management functions and capacity building on Knowledge management programmes; Keep

■ Information & Data Analysis: Develop Business Intelligence governance framework for approval by SM & Portfolio Head; Facilitate the
roll-out of organisational data strategies for governance, design, implementation, integration and usage. Lead the roll-out of the Business
Intelligence Strategy Work with Manager/s: Strategic Support within all SALGA provinces, diverse groups to collect/ source data and produce
advanced information products and services that drive value for SALGA and municipalities. Lead the design and packaging of Information

assets.
