                                      SENIOR LEGAL ADVISOR (LEVEL OF MANAGER) 

                                                 National Office (Tshwane)

                              (Inclusive remuneration package of R1, 483,599 per annum)

The Manager will provide comprehensive legal support and advisory service to the Electoral Commission. The Manager reports to the General Manager: Legal Services.

Key performance areas:  contract management;  litigation; interpretation of statutes; rendering of legal services, advice and opinions; drafting of legally sound letters and documents; drafting and publication of legal notices, legislative research, review and amendments; advise on the impact of legislation and legislative amendments; advise on the impact of court judgments; provide in-house training; undertake legal activities as they relate to provisions in electoral legislation; compile investigation reports; prepare financial reports in compliance with the Public Finance Management Act and Treasury Regulations and manage the human resources allocated to this section.

Requirements:  A South African citizen, who has not had a recent prominent political profile, matric/N3 plus a recognized law degree; admission as an attorney or advocate with at least 8 years’ relevant working experience as a practitioner in private practice or in the public service environment; a minimum of at least 6 years middle management (deputy manager or deputy director or equivalent) experience is an essential requirement; knowledge and experience of drafting of legislation,  contracts, memoranda of understanding, service level agreements, lease agreements and corporate agreements; a thorough understanding of the Electoral Commission’s legislative framework and its varied requirements; excellent writing skills and verbal communication skills; good presentation skills; good negotiation skills; investigation skills, language proficiency; litigation experience; liaison with the legal fraternity; good interpersonal skills and the ability to liaise at all levels within the organisation; Public Finance Management Act and Treasury Regulations knowledge and experience; computer literate with strong project management skills; the ability to work under pressure, as well as general human resource management experience. The successful candidate must have a valid driver’s license.

                                              PROJECT ADMINISTRATOR – SUPPORT SERVICES

                               (2 YEARS – FIXED TERM CONTRACT POST)

The Project Administrator: Support Services will provide the administrative support to ensure effective running of office accommodation project for the National Office and ensure that project documents are executed in a timely and efficient manner and in accordance with the Project Milestone. The position reports to the Deputy Chief Electoral Officer: Corporate Services.

Duties:  The successful candidate will be responsible for the following: 

Project Administration: Support all stages of the project in terms of document management process; Schedule meetings, consolidate information for meetings, maintain and disseminate minutes and project recommendation; Ensure follow-up of actions as per the minutes and project recommendations; Prepare and update project plan documents; Develop and maintain advance record-keeping (manual/electronic) and filing systems; Perform high-level of administrative and secretarial duties including typing, editing of reports and preparing presentations; Process and draft memorandums required for the project milestones; Prepare reports, including project variances of actuals versus budgets, and update forecasts; Liaise with the project owner/lead and manage project budgets and costs; Process invoices through the supply chain processes and systems; Administer contracts under the guidance of the project owner/lead (scheduling, project meetings, progress reporting); Assist with any project administration duties as assigned.

Project Monitoring and Reporting: Monitor and tracking project activities in ensuring that required project deliverables are within the required project timelines; Report on project progress; Update the project calendar. 

Basic requirements:  The successful candidate must be in possession of Matric/N3, a Bachelors’ degree or National Diploma in Administration or Project Management, Certificate in Project Management is an added advantage, a minimum of 10 years’ working experience in project administration and coordination in large projects; knowledge of standard administration practices and procedures, experience in working in a multi-disciplinary team. 

Candidates must have excellent knowledge of protocol and etiquette; knowledge of legislation and government policies relating to the electoral management; knowledge of the Constitution and Electoral Laws; practical knowledge of Project Management principles and techniques; knowledge of Supply Chain Management processes; proven track record of preparing project/programme progress reports and presentation for various stakeholders (Programme Managers, Steering Committees, Exco and Board); sound knowledge and experience in working various Microsoft packages; knowledge of SAP system; communication skills (written and verbal); interpersonal skills and the ability to take initiative, communicate at various levels in the official language within the organisation and work under pressure. Be a team player, willing to travel extensively and be in possession of a valid driver’s license (Code EB).
