Purpose of the job
To develop, manage, coordinate, oversee and implement information and communication technology services
Key Responsibilities
- ICT Operations and Infrastructure Management
1.1.Liaise with outside IT Specialists for systems needs
1.2.Coordinate the NCC computer requirements and liaise with the administrator with a view to implement
1.3 Coordinate all the LANs and WANs for the NCC e.g database, server environment and desk top support.
1.4 Provide technical infrastructure
1.5 Provide guidance on the development of systems - Direct the daily operations of the ICT department, including network infrastructure, application development, database
management, and IT support services.
1.7. Ensure ICT systems’ availability, reliability, and scalability, supporting the NCC’s mandate and future growth needs.
- Stakeholder Engagement and Vendor Management
2.1 Ensure maintenance contracts are timeously renewed
2.2 Facilitate, promote and coordinate external liaison with state entities such as SITA and other stakeholders.
2.3 Collaborate with internal stakeholders to identify technology needs, gather requirements, and drive ICT initiatives that
enhance organizational effectiveness.
2.4 Manage vendor relationships, including negotiating contracts and monitoring service delivery for ICT projects, hardware,
software, and services.
- Coordinate the procurement requirements for information technology for the NCC
3.1 Coordinate the acquisition of all IT systems for the NCC including Data Bases, Servers and Desktop Environment
3.2 Coordinate the appropriate and equitable deployment of information technology within the NCC
3.3 Check and recommend requisitions and payments of service
- Develop, monitor and evaluate norms and standards for the NCC
4.1 Collate all the required information with regard to the development of norms and standards
4.2 Provide assistance in assessment of the NCC needs based on the information collated and draft norms and standards
4.3 Maintain the standards and provide assistance as and when required
4.4 Monitor and evaluate the effectiveness of all norms and standards
- Provide strategic direction for the Component and ensure development of effective I.T systems, compliance and , norms and standards
5.1 Strategically direct the development and implementation of strategies, policies, protocols, norms and standards for the I.T
systems,
5.2 Direct research of best practice, impact assessments and benchmarks
5.3 Ensure mechanisms in place to monitor the Component’s outputs
5.4 Direct policy and strategic inputs for Component on the basis of the information and advice requirements of the NCC, SITA
and other stakeholders
5.5 Direct the allocation of resources for programmes deliverables and monitor all aspects
- Manage application system changes:
6.1 Manage impact assessments, prioritisation and Authorisation
6.2 Manage emergency changes
6.3 Manage change status tracking and reporting
6.4 Oversee change closure and documentation
6.5 ICT Operations and Infrastructure Management
6.6 Direct the daily operations of the ICT department, including network infrastructure, application development, database
management, and IT support services.
6.7 Ensure ICT systems’ availability, reliability, and scalability, supporting the NCC’s mandate and future growth needs.
- Ensure security of information
7.1 Install Security back up of information
7.2 Ensure business continuity
7.3 Develop and implement cybersecurity policies and protocols to safeguard NCC’s information assets, including the Opt-out
register and sensitive consumer data.
7.4 Ensure compliance with relevant ICT and data protection regulations, maintaining robust security frameworks.
- Risk Management
8.1 Identify risk areas, and implement mechanisms and processes to mitigate possible risks
8.2 Report monthly on progress made with risk mitigation
8.3 Handle cases as per relevant policy directives and best practices
8.4 Implement and maintain a disaster recovery and business continuity plan, ensuring quick recovery in case of cyber-attacks or
other disruptions.
8.5 Regularly assess ICT risks, implementing controls to mitigate identified risks.
- Stakeholder Management
9.1 Liaise with relative role players in the ICT environment
- Opt-out Register Implementation and Management
10.1 Oversee the development, deployment, and operational management of the Opt-out register, ensuring it meets regulatory
requirements and is accessible, secure, and user-friendly.
10.2 Establish policies and procedures for the ongoing management, security, and performance monitoring of the Opt-out
register.
- Cybersecurity and Compliance
11.1 Develop and implement cybersecurity policies and protocols to safeguard NCC’s information assets, including the Opt-out
register and sensitive consumer data.
11.2 Ensure compliance with relevant ICT and data protection regulations, maintaining robust security frameworks.
Minimum Qualifications: Postgraduate Qualification with a minimum of 3-year qualification in Information
Technology , Computer Sciences, Electronic Engineering and EB divers licence.
Minimum Experience : 6 Years managerial experience in an ICT environment
Training: Computer Literacy: MS Office Package,

Purpose of the job
To support the Commission in the execution of its function in terms of the PFMA and Treasury Regulations and to manage Human Resources functions of the Commission to ensure effective and efficient financial management.
Key Responsibilities
- Establish, manage and maintain appropriate systems (analytical tools, information systems and models or projections of cost behaviour) and policies to ensure effective and efficient management of resources.
a. To perform all functions of a Chief Financial Officer;
b. Develop and manage strategies, policies, protocols, norms and standards for financial management in line with PFMA;
c. Direct the allocation of resources for programmes deliverables and monitor all aspects;
d. Manage the research of best practice, conduct impact assessments and benchmarks;
e. e. Oversee policy, procedural and strategic inputs for the division on the basis of the information and advice requirements; - f. Direct the establishment, management and maintenance of partnerships with all stakeholders.
- Monitor Budget and Financial Reporting Processes of the NCC
a. Manage the overall budget of the Commission in line with the MTEF, PFMA and Treasury Regulations;
b. Render expenditure control, prepare and submit applications for virements;
c. Provide advice on expenditure trends, provide reports to National Treasury and Senior management regarding, monthly,
quarterly and annual financial statements;
d. Facilitate re-prioritization and re-allocation of budget estimates;
e. Provide advice and support to divisions on processes and procedures to be followed regarding the procurement of goods
and services;
f. Monitor monthly and quarterly spending trends and report to all stakeholders as per Treasury Regulations.
- Provide strategic direction for the Corporate Service Division and ensure development of effective Human Resources and Information Technology
a. Strategically direct the development and implementation of strategies, policies, protocols, norms and standards for the NCC;
b. Direct research of best practice, impact assessments and benchmarks;
c. Implement and manage mechanisms to monitor the divisions’ outputs;
d. Manage the implementation of facilities and security management;
e. Manage the implementation of all present systems and effect upgrading if and when required.
- Manage the provisioning of human resources
a. Manage the provisioning of recruitment and selection service;
b. Manage the provisioning of HR training and development service;
c. Manage the performance management function;
d. Manage organizational development and transformation;
e. Manage the Industrial Relations and Wellness function;
f. Manage the conducting of security vetting for staff.
- Risk and Stakeholder Management
a. Identify and manage risks in the corporate services division
b. Set up strategies to deal with fraud and corruption in the NCC
Minimum Qualifications: Honours degree in financial management/public administration or equivalent
relevant qualification and EB driver’s license. CA will be an added advantage.
Minimum Experience: Six (6) years senior management experience in Private or Public Sector
Minimum Training: Minimum: Computer Literacy (MS Office Package), knowledge of accounting standards (i.e. GRAP as added advantage)

SENIOR LEGAL ADVISOR: PROSECUTIONS

Purpose of the job
To conduct prosecutions on behalf of the NCC
Key Responsibilities
- Prosecution of contravention of the Act in the Tribunal
1.1 Receive and assess case readiness for presentation to the Tribunal
1.2 Prepare draft Tribunal orders, consent orders, compliance notices.
1.3 Ensure that tribunal orders are communicated to investigators and to Provinces
1.4 Report to the Tribunal on level compliance with orders issued.
1.5 Review and make recommendations to the Tribunal on effective processes and protocols to ensure proper administration of
the Act
1.6 Develop effective internal processes to ensure efficiency and effectiveness in prosecution matters
- Assess and prepare cases for the Tribunal
2.1 Make speedy decision on matters to be presented to the Tribunal
2.2 Provide proper directives and advise to investigators on any additional information/ evidence required before the matter is
presented before the Tribunal.
2.3 Develop service level standards and internal processes for case preparations
- Represent the NCC at the tribunal and other court hearings
3.1 Present all matters ready for hearing in the tribunal in accordance with established protocol,
3.2 Liaise with the registrar of the tribunal to ensure effective communication and efficient implementation of the CPA
3.3 Facilitate the settlement of any disputes between the NCC and the provincial consumer authorities and between the NCC and
the Tribunal.
- Develop and maintain database of Tribunal decisions
4.1 Develop and maintain a database of all matters presented before the tribunal and its decisions
4.2 Publish all orders and findings of the tribunal
4.3 Manage referral of all cases to the tribunal
- Monitor and implement the Tribunal decisions
5.1 Report all non-compliance with any tribunal order to law enforcement agencies.
5.2 Follow-up and monitor progress made on prosecution of contempt matters in the criminal justice system
5.3 Establish protocol on co-operation on contempt matters - 4 Keep reports on matters referred to the criminal justice system and compile proper reports
5.5 Develop and maintain proper referral protocol of cases to the criminal justice system.
5.6 Draft affidavits to establish prosecutable matter in the criminal justice system
5.7 Testify in court on behalf of the NCC/Tribunal
- Stakeholder Management
6.1 Liaise with Stakeholders to strengthen relationships
6.2 Liaise with the criminal justice system agencies on co-operation
Minimum Qualifications: LLB Degree or Equivalent Qualification and EB Driver’s Licence. Admission as an
Attorney/Advocate of the High Court of South Africa and Registration as a Member in Good Standing with the Legal
Practice Council is compulsory.
Minimum Experience : 6 years Managerial experience in Legal Environment
Minimum Training: Computer Literacy ( Microsoft Office 365) and Project Management and knowledge of Regulatory
Framework.
