The Organisation requires the services of a Manager: Acquisition Management. This position will report to the Demand, Strategic Sourcing and Acquisition Management – Senior Manager and will be based at the Groenkloof National Park, Pretoria.

Requirements

  • Be in possession of a Degree or B-Tech in Supply Chain Management/Logistics or BCom Law or/Economics, or Accounting or Law Degree
  • Should have at least 5 years of work experience in an SCM environment with 3 years at supervisory level.
  • Knowledge of public sector supply chain management regulatory framework (Constitution of the Republic of South Africa, PFMA, PPPFA, related regulations and policy directives)
  • Knowledge of the Bid Committee system
  • Knowledge of National Treasury (prescribed) reporting requirements
  • Knowledge of public sector strategic planning process
  • Knowledge of contract management
  • Knowledge of stakeholder management

Responsibilities

  • Develop the sub-unit operational plans and budget
  • Develop, review, and implement the supply chain acquisition management framework, policies, processes and strategies.
  • Manage the functional operation of the Sub-Unit- (Acquisition Management).
  • Ensure delivery and reporting of demand and procurement plan.
  • Monitor and review the end-to-end acquisition management processes.
  • Oversee the Bid Evaluation, Bid Adjudication and Bid Specification committees and manage the Bid committee secretarial functions.
  • Render effective bid management processes ( Compilation of bid documents and advertisements. Publishing of bid documents. Receipt ( closing and opening) of bid documents. Processing of bid documents. Manage expression of interest processes.
  • Initiate and participate in the negotiation process to ensure cost savings.
  • Manage and oversee human resources and other related administrative functions. (Human Resource skills development and performance management).
  • Ensure effective financial management of the Sub-Unit.
  • Establish, implement and maintain efficient and effective stakeholder relations.
  • Identify and develop operational risks for the Sub-Unit.
  • Ensure audit readiness, develop an audit action plan and continuously update internal controls to address audit findings.
  • Develop a plan to ensure that preferential procurement targets are achieved.
  • Ensure the development of quality, effective and user-friendly reporting to all clients including Managing Executives and EXCO.
  • Manage and Implement change.
