BURSARY OPPORTUNITIES 2025
TCTA is offering bursary opportunities to academically deserving
youth from previously disadvantaged backgrounds. Eligible applicants
include, first & second year students who are already studying or
planning to study towards their undergraduate degree at a recognized
South African higher learning Institution.
The following fields of study will be considered for funding:
- Bachelor of Commerce (Financial Management/Treasury &
Investment, Economics) and Degree or BTech in Auditing - BSc or BTech in Environmental Science/Environmental
Management, Environmental Law
The bursary scheme covers the full payment of registration,
accommodation, meals, learning tools including prescribed books
and a monthly stipend, within the TCTA criteria.

CHIEF FINANCIAL OFFICER (CFO)
(5-year fixed-term contract)
Total Guaranteed Pay: Market-related

This is an invitation for suitable candidates to apply for the
position of TCTA Chief Financial Officer (CFO).
As a strategic financial leader, the CFO will champion TCTA’s
financial sustainability and ensure its future as a going
concern. Reporting to the CEO and working closely with
the Board of Directors, the CFO will play a pivotal role in
supporting the South African water sector. The ideal candidate
must demonstrate sound ethics and technical excellence in
financial management and, to a greater extent, supply chain
management (procurement). Strong stakeholder engagement
skills and the ability to foster meaningful relationships with
external partners and TCTA employees are essential.
The successful candidate will approach the challenges
associated with the role with resilience and positivity, thriving
in complex environments, including those involving mergers.
Knowledge of state-owned enterprises will be advantageous.
Purpose of the Role:
The CFO will lead and manage the Finance and Supply Chain
Management departments, ensuring TCTA’s financial health,
governance and operational efficiencies. As a member of
the Executive Committee, the incumbent will contribute
strategically to achieving the organisation’s objectives.
Key performance areas:
- Provide effective leadership to Finance and SCM
departments. - Align Finance and SCM operations with organisational
objectives while driving systematic improvements for
sound financial management and efficient procurement. - Ensure the accuracy and timely submission of annual
financial statements that fairly reflect TCTA’s financial
performance and position at year-end, comply with
legislation, and support the annual audit process to
achieve a clean audit. - Develop and maintain key strategic professional
relationships (e.g. Department of Water and Sanitation,
National Treasury, Lesotho Highlands Water Commission)
guided by the CFO Stakeholder Strategy. - Manage the strategic resourcing and development of
skills and capabilities within the Finance and Supply Chain
Management departments. - Lead and coordinate the implementation of TCTA’s
transformation mandate, ensuring alignment with
organisational goals and regulatory requirements.
Requirements: Compulsory:
- NQF Level 9 qualification
- Chartered Accountant (CA/SA)
- Minimum of 12 years in senior management roles.
Advantageous:
- MBA qualification
- Executive Development Programme completion
- Sustantial experience as CFO
- Familiarity with the Public Finance Management Act and
National Treasury Instruction Notes

ENTERPRISE SOLUTIONS ARCHITECT

The purpose of this role is to:
To develop, maintain and co-ordinate an explicit set of representative models of the business
processes, applications, technology, and data resource required to support the enterprise in
accordance with relevant legislation and in alignment with the strategic objectives of TCTA.
THE KEY PERFORMANCE AREAS OF THE ROLE IN FOCUS, ARE:
- Strategic Direction and Alignment
- Contribute to the development of the IT functional strategy and objectives in line with the
TCTA Strategy. - Keep abreast of new developments, best practices and new technology innovations in IT
environment internationally and locally and drive solutions appropriate for TCTA. - Assist in driving the implementation of the IT functional strategy, plans and procedures to
compliment and support the TCTA Strategy.
- Operational Leadership and Process Management
- Provide leadership regarding all the operations of the department from an overall perspective,
which includes the provision of Enterprise Architecture services. - Review, execute, and monitor of the ICT strategy and framework to be aligned with TCTA’s
strategic goals, objectives, and departmental operational plan. - Manage the relationships and networks with internal and external stakeholders.
- Enterprise Architecture Services
- Develop and maintain Enterprise Architect Strategy, Framework and supporting policies and
procedures. - Responsible for the operation of the Enterprise Architect Committee including the chairing and
reporting thereof to the relevant governance structures. - Ensure the development of Business capability roadmaps and initiatives for rolling next 3-5
years to be used for IT Strategy and EA Planning/Blueprinting processes. - Ensure the development of user requirement specifications prior to the procurement or
implementation of new systems and technology. - Maintain the architectural repository to ensure consistency between models.
- Oversee alignment of solutions to TCTA strategy and approved IT strategy.
- Manage risks and issues and escalate where necessary.
- Governance and Reporting
- Monitor and report on the Enterprise Architecture practice management development
progress against the IT Departmental strategic initiatives. - Promote sound institutional governance principles through effective planning, maintenance of
operations and service standards. - Manage the strategic relationships and networks with internal and external stakeholders.
- Projects
- Actively participate in all IT projects forming part of the transformation agenda.
- Lead the EA stream during project implementation.
- Technical Specifications/ Business requirements (internal and external audit).
- Work with all stakeholders to ensure that all new technology and systems support the
approved EA and the digital transformation agenda. - Engage with relevant stakeholders to design solutions in line with business requirements.
MINIMUM REQUIREMENTS
- Relevant IT B Degree or equivalent qualification and certifications such as:
o The Open Group Architecture Framework (TOGAF 9) certified.
o Control Objectives for Information and Related Technologies (COBIT 2019) certified.
o Microsoft Operation Framework (MOF) certified. - Minimum of 8 years’ experience in IT, and at least 5 years’ experience as part of the Senior IT
management team. - Minimum 5 years’ experience in Business Process Engineering practices (Preferable).
- Experience in developing Enterprise Architecture frameworks, policies, and procedures as
well as the implementation of such.

The purpose of this role is to:
Drive and execute the capital projects procurement plan.
Ensure the development of appropriate tender specifications and terms or references, oversee bid
processes and support the Project Management & Implementation Division (PMID) with contract
management through the facilitation of integrated functional teams.
THE KEY PERFORMANCE AREAS OF THE ROLE IN FOCUS, ARE:
- Manage Capital projects procurement processes including bid committees to ensure
that procurement turnaround times are achieved.
- Manage the contributions of the capital projects team’s inputs to the design and
development of infrastructure acquisition management policies processes and procedures. - Manage the compilation of appropriate market analysis reports and compile procurement
strategies for infrastructure projects - Oversee the bidding process, i.e., the compilation of bid documents and advertisements,
publishing of bid documents, receipt (closing and opening) of bid documents and
processing of bid documents. - Preparation of monthly and quarterly procurement progress report.
- Contribute to Audit and Risk Management.
- Support risk management and audit process by implementing action plans and providing
evidence as required through RFI’s. - Update infrastructure policies, procedures and templates.
- Prepare monthly and quarterly reporting to EXCO and to the Board.
- Prepare monthly and quarterly reporting to National Treasury and other relevant Authority.
- Oversee the timely submission of audit information and manage the compilation of
appropriate action plans including implementation thereof
- People Management
- Build, lead and manage a skilled and motivated acquisition team to optimise value to the
organisation in the achievement of divisional and organisational objectives.
- Participate in Organisational Activities
- Serve as a member in established committees and forums.
- Stakeholder Engagement
- Support Procurement Specialists in engagement with internal and external stakeholders
such as DWS, DTIC, CIDB, National Treasury, industry associations, etc. - Conduct regular supplier awareness sessions.
- Provide guidance to PMID on SCM legislations relating to infrastructure projects.
- Oversee the implementation of Supplier and Enterprise Development initiatives through the
build programme
- Budget Management
- Manage the Sub-Unit budget including inputs into the budget and reporting.
MINIMUM REQUIREMENTS
- Honours degree or equivalent in Commerce, Built environment, Law, Supply Chain and
Logistics. - Minimum of 8 years’ experience in a procuring infrastructure related project, with at least 3
mega projects contracts (construction) procured) and managed until contract closeout. - Minimum of 5 years’ experience in people management preferably managing a team of
specialists - Knowledge of various forms of contract such as FIDIC, NEC3, JBCC.
- Knowledge of various contracting strategies applicable in the engineering and construction
works

SCM SPECIALIST: CAPITAL PROJECTS

The main purpose of this role is, not limited to: execute and facilitate the RFB process in capital
projects. Ensure the compilation of accurate tender specifications, tender documents and facilitate
the entire tender process until conclusion.
THE KEY PERFORMANCE AREAS OF THE ROLE IN FOCUS, ARE:
- Ensuring that goods & services are procured in alignment with project timelines
- Ensure goods and services for Infrastructure procurement are procured within the
defined timelines as per the procurement plan, organisational and divisional
Balanced Score Card. - In collaboration with the requesting department prepare procurement strategy for
the acquisition of such infrastructure goods and services. - Manage project specific briefing sessions for suppliers of engineering and
construction services. - Plan and implement preferential procurement strategy in the implementation of
capital projects. - Plans and implements enterprise and supplier development strategies in the
implementation of capital projects. - Conducts market analysis and guide user departments on appropriate
procurement strategies and methods. - Liaise with TCTA internal clients in relation to procurement of infrastructure goods
and services for the implementation of infrastructure projects.
- Assist in Contract Management and Administration
- Provide inputs into the contract register.
- Review variation orders prior to approval.
- Provide inputs to the policies, procedures and templates.
- Review invoices for accuracy of rates and validity of contracts prior to submission
to Finance for payment.
- Stakeholder Management
- Proactively engage internal and external stakeholders in the preparation of
procurement process. - Keep requesting departments updated on progress with the procurement process.
- Enhance the internal control environment, risk management and governance
- Identify risks and adequate mitigation measures.
- Implement action plans to mitigate identified risks within the set timelines.
- Ensure submission of relevant information as requested by auditors within the
prescribed timelines. - Inputs into the management action plan to address findings
- Management reporting
- Provide procurement information for departmental management monthly and
quarterly reporting.
MINIMUM REQUIREMENTS
- B Degree or B. Tech qualification in Procurement / Supply Chain Management or any other
relevant field of study. A qualification in the built environment would be advantageous. - Minimum of 8 years’ experience in a purchasing and procurement professional
(construction) role preferably within a public sector procurement environment. - At least 3 mega projects contracts procured (construction) and managed until contract
closeout. - Knowledge of various forms of contract such as FIDIC, NEC3, JBCC.
