JOB SUMMARY

The successful candidate will provide professional, objective research, information, administrative, coordination, logistical, and liaison support to the Secretary to Parliament (STP) to ensure that the STP receives the appropriate and adequate support timeously in executing his/her responsibilities.

To qualify, you must have:

Applicants should be in possession of a Bachelor’s degree in Commerce/ Business Science/ Public Administration/ or related qualification [NQF Level 7] plus five years Executive Assistance experience.

You must also demonstrate:

Excellent report writing skills

  • Excellent planning and organising skills and excellent information gathering skills
  • Results driven and excellent communication skills (Written and Verbal)
  • Knowledge of the Public Finance Management Framework and FMPPLA in South Africa
  • Knowledge of database development and records management practices and principles
  • Knowledge of National Treasury regulations, norms and standards and understanding of Strategic Planning, Budgeting, Performance and Reporting within the Public Sector
  • Knowledge of all relevant legislation and controls within the public finance environment
  • Knowledge of the government in South Africa, its structures and administration
  • Ability to work independently and as part of a team
  • Knowledge and understanding of the sensitivities within a political environment
  • Excellent computer literacy skills including MS Word, MS Excel, MS Outlook, Oracle
  • Knowledge of the policies, procedures, structures, systems and directives in Parliament and the appropriate protocols
  • Ability to work within a highly pressured environment.

COMMENTS:

  • The incumbent must work very closely and collaboratively with the Personal Secretary, office Manager, and other team members supporting the STP to ensure seamless, integrated, and effective support is provided to the STP at all times
  • The incumbent is expected to often work extra-ordinary hours and in a highly pressurised environment
  • Traveling will be required from time to time.

The Parliamentary Budget Office (PBO) is a juristic person (entity) of Parliament established in terms of the Money Bills Amendment Procedure and Related Matters Act (Act 9 of 2009) as amended by the Money Bills Amendment Procedure and Related Matters Act (Act 13 of 2018). The PBO is headed by a Director as its Accounting Officer. In line with the Money Bills Act, the PBO is required to provide independent, objective, and professional advice and analysis to Parliament on matters related to the budget and other money Bills. The PBO supports the implementation of the Money Bills Act by undertaking research and analysis for the Finance and Appropriations Committees of Parliament, including ad-hoc support to other parliamentary committees

JOB SUMMARY

The Deputy Director: Finance is part of the PBO’s management team and plays a leading role in providing expert fiscal analysis (including both expenditure and revenue analysis), critical thinking and advice that would enhance the oversight performance of Parliamentary Committees during budget processes and processing of money bills. The successful candidate is required to have deep expertise of the South African tax policy landscape. As head of the Finance Cluster, the position requires a technically astute critical and strategic thinker with strong management, coordinating, and stakeholder engagement skills.

  • A minimum of 8 years’ relevant experience in strategic budget analysis, including expenditure and revenue analysis, of which at least 5 years must be at a managerial or senior specialist level within a similar or related environment.

  • Strong analytical, quantitative skills and demonstrated critical thinking with the ability to synthesise and translate complex data into clear, actionable advice
  • In-depth knowledge and expertise in Public Finance, economics and development and relevant related Fields.
  • Political acumen with deep knowledge and understanding of prevailing socio-political issues in South Africa and the sensitivities within the political environment.
  • Proficiency in Microsoft Office Suite (Outlook, Word, Excell and PowerPoint) with an aptitude for using data tools to model fiscal scenarios

Detailed Description
a) Provision of procedural advice, guidance and administrative support • Provision of procedural advice, guidance and administrative support on non-plenary related matters (including petitions, submissions and representations) within stipulated timeframes. • Prepare documents relating to the provision of advice, guidance and support relating to scrutiny, tabling & referral of documents to Portfolio Committees, NA’s statutory functions, Petitions and unsolicited submissions – complaints, requests & enquiries from the public & civil society organisations. • Provide support to plenary meetings by preparing requisite Parliamentary Papers and documents and make them available in the Chamber. • Provide direct procedural support to Presiding Officers during plenary sittings of the National Assembly & mini plenaries. Provide procedural advice to members of the National Assembly during plenary sittings and mini-plenaries. • Create a record of proceedings during plenary and drafting Considered Rulings. • Provide direct procedural support to Presiding Officers during Joint Sittings and provide procedural advice to members of Parliament during Joint Sittings and create a record of proceedings during plenary. • Provide direct procedural support to Presiding Officers during mini-plenaries and provides procedural advice to members of the National Assembly during mini-plenaries and create a record of proceedings during plenary. b) Provision of procedural advice and guidance, and administrative support to House Committees and Forums within stipulated timeframes • Prepare supporting documents and provides procedural advice and secretarial support to the following committees and/or their substructures: o National Assembly Rules Committee o Joint Rules Committee o Subcommittees on review of National Assembly and Joint Rules o Chief Whip’s Forum and substructures o Powers and Privileges Committee o Disciplinary Committee o Subcommittee on Physical Removal of Members from Chamber • Assist with the provision of procedural advice on petitions for the Committee on Executive Undertakings and Petitions c) Drafting and Publication • Identify matters for substantive rulings by Presiding Officers. • Prepare draft rulings for submission to the Procedural Adviser for finalisation. • Follow up on scheduling of Rulings for plenary sittings. • Contribute to drafting of procedural literature, (example: Procedural Developments, Fact Sheets, Annotated Digest of Rulings, NA Guide to Procedure) within stipulated timeframes. • Prepare the development of Standard Operating Procedures for non-plenary related procedural advice, guidance and support. • Analyse and updates the Annotated Digest of Rulings. • Contribute to the development of NA Table publications namely: o Procedural Developments o NA Guide to Procedure o Training material on procedure o Fact sheets o Local and international journal articles d) Research and Innovation • Undertake research on parliamentary procedure and assist in the co-ordination of publication of research papers and other information resources. • Scan the environment for research topics and submits proposals. • Undertake research on parliamentary procedure. • Assist with the coordination of the publication of research and other papers internally and externally. e) Training and development • Compile training material on relevant topics. • Participate and contribute to staff training programmes. • Where required, contribute to training of Members
Job Requirements
