Purpose of the job
To process, manage and monitor all accreditations and exemptions
KEY RESPONSIBILITIES
- Provide assistance in drafting and reviewing of all industry codes and make recommendations to the Minister in terms of the Act. 1.1 Provide assistance with the drafting of industry codes of conduct 1.2 Evaluate effectiveness of industry codes of conduct 1.3 Assist in the accreditation of industry ombuds 1.4 Publish codes of good practice in the government gazette for public comment 1.5 Consider comments and submission made
- Process accreditation applications and monitor effectiveness of accredited industry codes and ombud schemes. 2.1 Receive and review proposed industry codes and make recommendations to the Minister. 2.2 Write submissions to process application in terms of approved process. 2.3 Advice industry associations and ombud schemes on corporate governance matters.
- Process all applications for accreditation of ADR agents and consumer protection groups. 3.1 Receive and review applications for accreditations and make recommendations to the Minister 3.2 Solicit public comments on all applications before recommendation is made to the Minister. 3.4 Consult with and communicate effectively with all affected parties.
4.Provide assistance in the monitoring of effectiveness of accredited ADR agents and make recommendations to the Minister. 4.1 Receive reports on the effectiveness of accredited ADT agents and report to the Minister. 4.2 Harmonise ADR methods among all accredited entities. 4.3 Build capacity of all accredited ADR agents. - Assist in the development codes of good practice relating to the Act. 5.1 Draft codes of good practices 5.2 Harmonise codes of good practices with the Act and ensure and promote the use of plain language in documents 5.3 Carry out consultations with all stakeholders 5.4 Benchmarking of best practices
6 Review and evaluate industry codes 6.1 Review industry codes and the effectiveness of both the code and its ombud scheme
Minimum Qualifications: Bachelor degree in Law. A valid driver’s licence. Admission as an Attorney or Advocate of the High Court of South Africa and Registration as a Member in Good Standing with the Legal Practice Council is compulsory.
Minimum Experience : 3 years Legal administrative experience in the private or public sector;
Minimum Training: Computer Literacy: MS Office Package. Project Management and Knowlege of Regulatory Framework.

Purpose of the job
To manage and monitor the provisioning of litigation and corporate legal services to the NCC
KEY RESPONSIBILITIES
1 Develop national protocol and policy Develop and manage protocol and policy for litigation corporate legal servicesResearch best practice and benchmarksIssue protocols and standards
- . Provide legal support to the NCC by drafting of legal documents, MOU’s, and other International Agreements, draft, review and vetting of contracts and agreements. 2.1 Draft legal documents, MOU’s, 2.2 Draft commercial and international agreements, furnishing legal opinion and advise on various areas of the law, 2.3 Drafting and vetting of contracts.
- Give advice and legal opinion to the NCC on a broad range of legal and regulatory issues 3.1 Advice the NCC on corporate governance matters, drafting policy on financial controls, assists in all matters with the interpretation of legislation. 3.2 Ensure compliance with legislation such as the Public Finance Management Act and all Treasury Regulations 3.3 Conduct presentations on the Act and Regulations to law enforcement agencies
- Handle appeals/reviews of tribunal matters; liaise with external counsel, on legal and litigation matters 4.1 Brief attorneys and Counsel, 4.2 Process all appeals and reviews on any decision n of the NCC. 4.3 Brief attorneys and counsel on all appeal and review matters 4.4 Consult with attorneys and counsel 4.5 Appoint attorneys and counsel on review and appeal matters
- Provide support to the NCC on compliance with labour relations, draft and standardise employment contracts, develop and review labour relations policies, investigate grievances 5.1 Draft employment contracts 5.2 Develop and review policies and ensure implementation thereof, 5.3 Investigate grievances and represent the employer in disciplinary hearings 5.4 General legal advice to HR on labour law processes
- Review Legislation on Litigation 6.1 Continuously review and evaluate the legislation 6.2 Conduct impact assessments 6.3 Develop and manage mechanisms to monitor outputs
7 Stakeholder Management 7.1 Liaise with Stakeholders to strengthen relationships

- Stakeholder management 5.1 Liaise with all stakeholders to strengthen relationships
- Provide assistance in the review of protocols and standards 6.1 Assist in the review and make recommendations to the Tribunal on effective processes and protocol to ensure proper administration of the Act. 6.2 Develop mechanisms to monitor the impact on the implementation of processes and protocols
